10-1373RA1010 Storm Drainage Improvements for N. Brewster Road Questions concerning this bid shall be directed in writing to the Division of Purchasing, Attention: Jeanine N. Meneghetti, Purchasing Agent, either by facsimile at (856) 405-4605 or by email at PurchasingOffice@vinelandcity.org Last day for questions is noon Tuesday, June 3, 2025. Under this contract and for the indicated bid price, the successful bidder for the "The Storm Drainage Improvements on N. Brewster Road (C.R. 672), from Station 2+00_ to Station 25+10_ in the City of Vineland, Cumberland County, New Jersey" shall furnish all necessary permits, labor, materials, equipment, fuel, bonds, insurance and all else necessary therefore and incidental thereto to complete all work as herein described, to the satisfaction of the Engineer. The Contractor shall obtain all necessary State, County and Municipal construction permits. Cost for said permits shall be included in the lump sum price bid for various items in the Proposal. 1.2 EXISTING CONDITIONS: a) Base Bid: Storm Drainage Improvements on N. Brewster Road (C.R. 672), From Station 2+00_ to Station 25+25_ The proposed project site is along N. Brewster Road (C.R. 672) from mile post 1.9_ to 2.3_ and is situated between the intersecting streets of Maple Avenue and E. Oak Road (C.R. 681). The approximate project limits begin at 2696 E. Oak Road and continues on N. Brewster Road to 634 N. Brewster Road. N. Brewster Road is classified as urban major collector roadway within the City of Vineland. The right-of-way width is 50 feet, and the bituminous roadway width is between 22 ft. and 30 ft. There is residential housing along both sides of the roadway along with at least one commercial property. There are two (2) 4-way intersections within the limits of the project, at N. Brewster Road and Old Farm Drive, and the signalized intersection of E. Oak Road and N. Brewster Road. To the west of the intersection with Old Farm Drive is the subdivision known as Independence Walk (formally known as Foxmoor Estates) and to the east is a subdivision with one dead end roadway and 15 dwellings. Each subdivision has its own isolated storm sewer system not connected to the storm sewer system along N. Brewster Road. Within the project limits, N. Brewster Road has two (2) independent existing storm sewer systems that consists of 12", 15", 18", and 24" diameter piping and includes storm inlets, manholes, and swales. The pipe material varies and includes corrugated metal pipe, ductile iron pipe, and terracotta pipe. The storm systems convey runoff from two (2) distinct portions of N. Brewster Road. The local highpoint which divides the two (2) systems occurs near Station 7+50. The intersection of N. Brewster Road and E. Oak Road contains several inlets and a storm manhole which is conveyed to the north. To the north of the intersection are several additional inlets which are directed to an outfall that discharges to a tributary of Cedar Branch near Station 3+00. Stormwater runoff on and adjacent to N. Brewster Road, south of the highpoint in the roadway, is collected via multiple inlets and yard drains. The runoff is directed to a roadside swale which begins near Station 25+00, and is adjacent to Block 2505, Lot 10. Downstream of the swale is an existing outflow structure consisting of an 18" Diameter H.D.P.E. Pipe and Type 'E' Inlet with a 24" Diameter Corrugated Metal Pipe Culvert. The culvert leads from the Type 'E' Inlet on the west side of the roadway to an existing Type 'B' Inlet on the east side of the roadway and continues to a Tributary of Cedar Branch via 18" diameter corrugated Metal Pipe. To the east of the intersection of Old Farm Drive and N. Brewster Road, and within the Independence Walk subdivision is a storm drainage basin. The basin includes three (3) inflow points with rip-rap, a concrete spillway, sand bottom, concrete access ramp accessible from Simonelli Road, and an embankment to the west of the basin. b) c) 1.3 Bidders MUST visit the site(s) to satisfy themselves of the site(s) and existing conditions prior to submitting their bid. Bidders MUST contact the Police Department to determine the specific requirements, fees, etc. prior to submitting their bid. Should Police Traffic Directors be required, their services shall be paid for by the City of Vineland at no cost to the contractor.
