Renovation of a municipal facility in Vineland, New Jersey. Completed plans call for the renovation of a 5,000-square-foot municipal facility.

Bidders must be classified by the Division under N.J.S.A. 52:35-1 et seq and must submit bid security as provided in Instructions to Bidders and General Conditions, Revised December 2015. No Bidder may withdraw its bid for 60 calendar days after the opening. The State may reject any and all bids in accordance with applicable law. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27- 7.2 Bids may be accepted on the following branches of work, as applicable: a. Lump Sum All Trades b. General Construction c. Structural Steel d. Plumbing e. Heating, Ventilating and Air Conditioning f. Electrical g. Special Categories as may be required WORK COVERED BY CONTRACT DOCUMENTS A. The objective of this project is the removal and replacement of the existing roofing system on Cottage 1 and 2 at the Vineland Preparatory Academy facility in Cumberland County. The Vineland Preparatory Academy serves up to 60 male juvenile severe substance abuse offenders placed through the Juvenile Justice Commission's process. The program is designed to help these offenders integrate back into society and also teaches them how they affect the people in their lives. The school's programs include computer labs, culinary arts, career education and Horticultural/Landscaping. They operate greenhouses that grow seasonal crops and ornamental harvests. The students cultivate flowers and ornamental trees and distribute them as part of their community service to the City of Vineland, Cumberland County, local hospitals and to the Office of the Attorney General. The cottages at the Vineland Preparatory Academy were built in 1971 as residence housing for the Home for Hard-To-Place Children. Cottages 1 & 2 are two-story in height and approximately 3,200 SF in size, or 1,800 SF per cottage, with a combined roof area of 3,200 SF. The building's Use Group is R-2 with Type II-B Construction, Unprotected Non-Combustible constructed with materials that do not have a fire rating. The built-up roof is original to the building and appears to have a 1/8" per foot slope with interior drains lacking overflow drains. Two (2) portions of the roof have a standing seam metal roof whose replacement is not part of the Scope of Work. Additionally, there are two canopy areas with asphalt shingles and gutters which are part of the scope of work. Situated on the roof are plumbing vents, and three (3) exhaust fans. The existing visible built-up roof system shows evident deterioration due to age and exposure to atmospheric conditions and has reached the end of its serviceable life. The roof system membrane, granular cap sheet and light weight tapered insulation in roof area "A" will be removed down to the structural contract plank deck. The plank deck shall be repaired as required and receive a vapor barrier, tapered insulation, coverboard 2 ply BUR and a cap sheet. Additionally, coping and flashing and roof drains will be replaced. New walk pads will be provided. The shingle roofs in roof areas "B & C" will be removed and the shingles replaced with new asphalt shingles. Additionally, gutters and wood siding will be replaced.
