Project is no longer needed.** Lenoir City Utilities Board (LCUB), an independent agency of Lenoir City, provides electric, natural gas, water, and wastewater services to more than 95,255 customers in Lenoir City and parts of four surrounding counties, making LCUB the eighth-largest utility among TVA distributors. LCUB's electric system serves a 208-square-mile service area and relies on 2,349 miles of service lines to serve approximately 76,388 customers daily. LCUB will upgrade its electric grid and implement innovative technologies that improve reliability and efficiency to meet its customers' changing needs and expectations. In addition to improving LCUB's electric system, the electric fibber network required for these systems will position LCUB to provide broadband services to meet the growing needs of its customers and community. Many applications for these improvements depend on fast and reliable communication throughout the service territory, which an extensive fibber system can best provide. During the first year, areas were built to serve approximately 22,000 eligible customers. The infrastructure for the remaining 54,388 customers will be built over the next two years of deployment, resulting in a three-year deployment for the entire electric service territory. LCUB anticipates approximately 1,500 miles of fibber to be constructed over the three-year buildout period. The completed build is projected to serve more than 20,000 customers while passing more than 58,000 homes and 11,000 businesses with internet and voice services across a four county area. The fibber build will add to the existing fibber network and will be a mix of 55% aerial / 45% underground. This RFP will provide pricing for the installation service of fibber optic cable into existing primary and secondary electrical conduits by qualified personnel who work near or around high-voltage lines. In some cases, this will require entry into utility transformer cabinets or entry through existing transformer bases to pull non-metallic fibber cable adjacent to secondary power, and in some cases, primary power. LCUB Journeyman Lineman will be present during all installations. Safely enter existing transformers or transformer bases and install (pull) non-metallic fibber cable alongside secondary power in existing underground conduit. This would be from an outside transformer inside a building. Once inside, the cable would need to break outside the meter bases or power box and be coiled for internal connections. In addition, crews may need to follow primary (7200V) conduit from riser poles in transitional applications from aerial to underground handholes/vaults or possibly transformer pads. Crews may also be requested to place small or large handholes on job sites and place conduits between handholes, poles, or transformers. This could include hand digging, excavating, or other methods. The RFP packet includes an Intent to Bid notification, which must be signed and returned by the Intent to Bid deadline to be invited to the Q&A forum portal. LCUB will confirm the document receipt with all bidders who confirmed an intent to bid on the RFP. While the Intent to Bid form and questions can be submitted electronically, the final proposal must have physical paper copies in a sealed bid in the hands of LCUB by the deadline provided. Email the Intent to Bid to efritts@lcub.com. Please include the contact information, including email, of your single point of contact for this RFP. This will be used for your one seat in the Q&A forum portal. The final proposal must have physical paper copies in a sealed bid in the hands of LCUB by the Proposals Due Date. Any proposals received after that will not be accepted. Unsigned proposals will not be considered. Telephone or electronic versions of proposals will not be accepted. All Proposals must reference the RFP name on the outside of the returned proposal. Overall, this project will have multiple RFPs. If a Contractor chooses to provide a proposal on additional RFPs that are issued, each RFP must be sent in separately, with the RFP clearly marked on the outside of the envelope. Do NOT include multiple RFP responses in the same envelope. LCUB reserves the right to reject any proposals, waive any irregularities in the proposal, award more than one bidder, accept any part or all of the proposal, or accept the proposal that is in the best interest of LCUB.
