Site work and new construction of a civil project in North Grafton, Massachusetts. Completed plans call for site work for a water / sewer project; and for the construction of a water / sewer project.
As of October 28, 2025, a general contractor has been awarded. Construction is anticipated to start in fall 2025 and end in fall 2027. *The closed solicitation has been included below for reference: The work consists of the following major items: 1. Construction of a 1.01 million gallon per day (MGD) Water Treatment Plant (WTP) housing two Greensand filter vessels, two PFAS media contactors, backwash supply and finished water pumps, backwash supply/ finished water clearwell, and a chlorine gas chemical feed system. The building will be an approximately 6,400 square foot ground face concrete masonry building and is inclusive of process, HVAC, plumbing, fire protection, electrical, instrumentation, and SCADA integration. 2. Installation of approximately 800 linear feet of 4-inch and 1.25-inch HDPE sewer force main that connects to public sewer. 3. Installation of a new natural gas generator and exterior, pad-mounted transformer. 4. Modified and new site piping, site work for drainage, water, sewer, natural gas, electrical, and all site/civil finishes. 5. Add Alternate No. 1: NOM Ion Exchange Resin System The Work will be substantially completed within 670 calendar days from the date of the Notice to Proceed and completed and ready for final payment. Minimum Wage Rates as determined by the Commissioner of Department of Workforce Development under the provision of the Massachusetts General Laws, Chapter 149, Section 26 to 27D, as amended, apply to this project. It is the responsibility of the Contractor, before Bid opening, to request if necessary, any additional information on Minimum Wage Rates for those trades people who may be employed for the proposed Work under this Contract. Federal Minimum Wage Rates as determined by the United States Department of Labor under the Davis-Bacon Act also apply to this project. Grafton Water District (GWD or Supplier of Water) is a community public water system (PWS) located in the Town of Grafton, Massachusetts, serving approximately 10,700 people per day. Water for the PWS is obtained from five active groundwater sources, treated at four Water Treatment Plants (WTPs), and stored in three atmospheric finished water storage tanks across three pressure zones. The GWD also maintains interconnections with six other water systems. The Worcester Street Well (2110000-02G) is a gravel packed well that operates as a single source with a permitted capacity of 1.01 MGD. The new treatment facility will be designed for an average flow of 500 gpm and a peak flow of 760 gpm. Water from 02G is treated for pH adjustment with potassium hydroxide (KOH) and disinfection with chlorine gas. As described in the ENF, the Grafton Water District (the "Proponent") plans to construct a 6,400-square-foot Water Treatment Plant (WTP) to treat per-and polyfluoroalkyl substances (PFAS) detected in the water supply wells. The WTP, which will be built on approximately 2 acres of a 11.15-acre forested parcel and will consist of a single-story building with treatment areas, a control room, a bathroom, and associated stormwater and utility infrastructure (water mains, fencing, generator, etc.). The site is currently developed with a water pump station that provides potable drinking water to the Town of Grafton. The project includes 750 linear feet of new water main, which will connect the new WTP to the existing water main piping that flows towards Worcester Street. The site presently has a water pump station and maintains a mowed area on about 1 acres of the site around the existing pump station building and well enclosure. The Project will clear and grub 1.44 acres of the 11.15 acres site to construct a new PFAS treatment building, surrounding paved driveway, relocate a monitoring well, and construction ofstormwaterstructures including an infiltration basin. Portion of the work are located within the 100' Buffer Zone. After construction, the project will result in 0.45 acres of additional impervious surfaces. Access to the site will continue to be from Doris Drive. A. Items of work include but are not limited to the surface preparation and coating of the following: 1. Items indicated on Civil Drawings to receive painted finishes 2. Items listed to be painted in the architectural Finish Schedule and as noted on Drawings 3. Concrete Masonry Units, at the locations specified on Finish Schedule and on Drawings 4. Exposed interior concrete at locations specified on Finish Schedule and on Drawings 5. Exposed Gypsum Wall Board 6. Interior and exterior sides of hollow metal steel doors and frames 7. Miscellaneous metals fabrications unless noted otherwise 8. Aluminum and steel in contact with or embedded in concrete 9. Structural steel as specified in Division 5 unless noted otherwise 10. Back painting items that will be inaccessible to finish painting once installed including but not limited to lintels, door frames, window frames, clip angles, structural steel, miscellaneous metals 11. Equipment as specified in Division 43 and 46 and as indicated on the Process Mechanical (M) Series drawings. 12. Minor surface preparation and reapplication or touch-up painting of shop primers. Provide manufacturer's recommended scarification or a tie-coat, as required. 13. Interior piping, fittings and valves with the exception of stainless steel and hot dipped galvanized steel as specified in Division 40 unless otherwise noted. Chemical feed piping shall be painted. 14. Process Mechanical piping and filter vessel process identification (Label and Arrows) 15. Interior and exterior piping support systems and concrete equipment pads 16. Exposed exterior ductile iron piping, fitting and valves 17. Plumbing and Fire Protection Sprinkler piping and drains 18. Ferrous metal equipment provided by the Contractor and non-insulated ferrous metal ductwork 19. Piping and duct support systems 20. Fabric covered insulated pipes and ductwork 21. Control panel equipment pads 22. Motor control center equipment pad and other concrete and equipment pads 23. Exposed electrical conduit, conduit fittings, and outlet boxes unless otherwise noted B. Coatings are not required for glass, stainless steel, hot dipped galvanized steel chrome, cadmium plate or aluminum that is not in contact with concrete. C. Ventilation, dehumidification, and temperature control equipment required to provide and maintain the proper environment for worker protection and for coating application and curing. D. The Contractor shall furnish to the Owner, at no charge, for use duration of this Project, dry film thickness gauge, wet film thickness gauge, adhesion testing, surface preparation testing, temperature / climate condition detectors, electrical flaw gauge and / or holiday detection equipment.
