Site work and renovation of a mixed-use development in Wheeling, West Virginia. Completed plans call for the renovation of a hospitality development; and for site work for a hospitality development.

** As of June 27, 2025, this project has not yet been awarded. A timeline for the award has not yet been established.** The Wheeling Park Commission invites proposals to provide all work, including but not limited to labor, materials, equipment supplies and transportation for the select renovations to the Oglebay Resort Mansion Exterior Rehabilitation. The project scope includes the removal of the existing masonry steps at the main museum public entry and replacement with a new code compliant configuration; modifications of the ADA ramp and the addition of the code compliant top landing; modifications and additional metal guardrails, handrails and railings for code compliance; and repair of existing ornamental cornice and soffit in areas indicated on the drawings. Question Deadline 06/12/2025 at 12:00 PM ET The written questions must be submitted via email to Julie Doerr at jdoerr@millsgroup online.com with response back to the contractors no later than 4:00 pm on Friday, June 13, 2025 A Bid bond executed by a surety company acceptable to Wheeling Park Commission in the amount equal to five percent (5%) of the Bid, shall be submitted with each Bid, to guarantee the Bidder's entrance into a Contract, if given the award. No Bid may be withdrawn for a period of ninety (90) days after the time of the opening of the Bids. Any contractor submitting a Bid on this project hereby certifies, indicates, and acknowledges that he/she has a contractor's license and meets all the qualifications required by the statutes of the State of West Virginia and subdivision in which the work is to be performed. The Wheeling Park Commission (OWNER) reserves the right to reject any or all bids and to waive any informalities therein The work consists of the following: 1. Scope of Work - Exterior: a. Item 1 - Ramp Work 1) Construct temporary ramps at the front entrance for public traffic during the construction of the new stairs and the existing ramp modification. 2) Remove and retain existing brick pavers as specified for regrading of the existing ramp landing. Cut select portions of the landscape concrete curb. 3) Remove and retain existing handrails for modifications in new work. 4) Move the existing gas line to the location marked in the new work. 5) Cut down the existing hedge adjacent to the new ramp work. 6) Regrade approach to ramp and the new stair landing. 7) Install new paving curbs and hardscaping matching the qualities of the existing. Utilize new and retained brick pavers. 8) Modify and install the retained handrail, install a new painted handrail system as specified on the building side, where specified. 9) Install a new extension to the top of the ramp landing as specified. b. Item 2 - New Stair Work 1) Remove the existing stairs at the north-most museum entrance facade. 2) Regrade and pave to the new stair grade as specified. 3) Construct new stairs, landing, and railings as specified. 4) Coordinate with ramp construction work. c. Item 3 - New Crawlspace Door 1) Clean and prep the opening for the new crawlspace door. 2) Install the new approved hatch door where specified. d. Item 4 - Cornice Work 1) Strip areas of flaking paint on cornice and associated trim. Remove and replace wood where rotten. Prepare surfaces for priming and repainting. 2) Remove existing strip lighting along the pediments 3) Secure loose wiring where specified. 4) Prime and paint cornice and associated trim. 5) Install circular louvered vent centered on gable where specified. e. Item 5 - Soffit Work 1) Strip areas of flaking paint on the soffit and associated trim where specified. Remove and replace wood where rotten. Prepare surfaces for priming and repainting. 2) Prime and paint the soffit and associated trim.
