Scope of Work The contractor shall inspect, assess, and treat in-service wood poles as follows: 2.1 Inspection Requirements The following inspection methods shall be performed on designated poles: Reference RUS BULLETIN 1730B-121 RD-GD-2013-71 1. Visual Inspection o Identify external pole damage, cracks, woodpecker holes, insect infestation, mechanical damage, or signs of decay. o Check for missing or broken components such as ground wires, insulators, crossarms, and loose or damaged guy wires. o Assess vegetation encroachment and clear obstructions around the base of the pole if necessary. 2. Sound and Bore Inspection o Use a hammer to sound the pole from the ground line to as high as the inspector can reach. o Bore one or more holes at the ground line (typically a 3/8" drill bit) to assess internal decay. o Evaluate shell thickness and determine remaining strength using an industry-standard calculation method. o Plug all bore holes with treated wooden dowels or plastic plugs. 3. Rejection Criteria & Classification o General Rejection Rule: Poles with less than 67% remaining strength shall be classified as rejects. Page 2 of 4 o Exceptions: o Transmission Poles: Reject when remaining strength falls below 75% (3/4 of original strength). o Distribution Poles: o 70' and above: Reject at 75% (3/4 of original strength). o 65' and below: Reject at 67% (2/3 of original strength). o Poles with an effective circumference of less than 50% of the original size shall be reported as priority poles requiring immediate attention. o Rejected poles shall be flagged and reported to SUB for evaluation. SUB will determine if the pole should be replaced or reinforced. 4. Tagging o Each inspected pole shall receive a weatherproof inspection tag containing the contractor's name, inspection year, and preservatives used (if applicable). o Rejected poles will be tagged with two yellow tags; a single yellow tag will be applied to poles in the early stages of decay.
