Reference Number 0000388755 3,000,000 Gallon Reservoir (Ellsworth), Exterior Repaint with Containment, Wet Interior Repaint, And Miscellaneous Repairs General Requirements - Bidder Prequalification/Preregistration Required - Installation Required - Insurance Required - Prevailing Wage Required - Safety Standards Plan Bonding Requirements - Bid Bond 5 % - Performance Bond 100 % - Payment Bond 100 % Commence work on or after August 25, 2025. Substantial Completion by October 31, 2025, including cure and disinfection time. The tank may be out-of-service for a maximum of 85 days. Liquidated damages are applicable and begin after 85 days out-of-service or after Substantial Completion date whichever is the earlier date. Liquidated damages at $1,250/calendar day is to apply after this date. Ready for Final Payment Date is to be thirty (30) days after date Substantial Completion Date based on out-of-service days or scheduled Substantial Completion, or as adjusted by Change Order, or actual Substantial Completion if earlier. Liquidated damages after Ready for Final Payment Date of $250/day is to apply. Liquidated damages are cumulative if damages from Substantial Completion and Ready for Final Payment overlap. In addition, Special Damages, fines, or Set-Off may also apply per Bid/Agreement Form. Prequalification of BIDDERS - Dixon Engineering will review qualifications of all Contractors and determine their status. Contractors will be prequalified for different sized tanks and towers based on experience, workmanship, successful Project completions with DIXON and Contractor's financial data. SCOPE of WORK Tank Information: The structure is a 3,000,000-gallon reservoir water storage tank with an estimated diameter of 100 ft. and an estimated sidewall height of 32 ft. located at 2960 Ellsworth Rd. in Ypsilanti, Michigan. The work includes: Exterior: Abrasive blast clean to a SSPC-SP6 commercial standard with containment. Apply a four (4) coat zinc epoxy urethane system. Wet Interior: Abrasive blast clean to a SSPC-SP10 near-white metal standard. Apply a three (3) coat zinc epoxy system. The cathodic protection system is to be removed and reinstalled by the Owner’s vendor (or approved equal), coordination and payment is the Contractor’s responsibility. Pit Piping: Abrasive blast clean to a SSPC-SP6 commercial standard. Apply a two (2) coat epoxy system. Foundation: Abrasive blast clean and apply a two (2) coat epoxy system. Caulk the baseplate. Mixer: Install a mechanical mixer. Mixer Alternate: Install a hydrodynamic mixing system. Repairs: 1) Replace one sidewall manway. 2) Replace the sidewall manway gasket. 3) Replace the wet interior roof hatch. 4) Install deflector bars on the fill pipe and draw pipe. 5) Install a sample tap on the fill/draw pipe. 6) Install a chemical feed tap on the fill/draw pipe. 7) Install a flap gate on the overflow discharge. 8) Install a fall prevention device on the sidewall ladder. 9) Remove the ladder cage and install a vandal guard. 10) Replace roof vent with a pressure vacuum vent. 11) Install roof handrail sections and a swing gate. 12) Install roof rigging couplings. 13) Install grounding rods for the structure.
