Reference Number 0000383704 The City of Ypsilanti ("City" or "Owner") is issuing this Request for Proposal from experienced masonry restoration contractors interested in providing masonry repair and repointing at three City-owned buildings: City Hall located at 1 S Huron, Ypsilanti, MI 48197 Department of Public Works (DPW) Office Building located at 14 W Forest Ave, Ypsilanti, MI 48197 Freighthouse located at 100 Market Pl, Ypsilanti, MI 48198 Work on all three buildings must follow the most recent Secretary of the Interior's Standards for Rehabilitation of Historic Properties ("Standards") and Guidelines for Rehabilitating Historic Buildings ("Guidelines"). Question Deadline 04/29/2025 at 5:00 PM ET Questions are submitted online No .Questions may be directed to: Isabelle Brogna, Project Manager Department of Public Services City of Ypsilanti ibrogna@cityofypsilanti.com Award Requirements - Reserve Rights to Award by Line Item Bonding Requirements - Bid Bond 5 % - Performance Bond 100 % - Labor and Materials Bond 100 % The scope of the projects varies by building: -City Hall - Repointing, repair, and brick replacement is needed around all four exterior walls, especially between the top edge of the third floor windows and the top of the parapet on the north, west, and south sides of the building, a total area estimated to be roughly 1900 square feet. Spalling brick from this area is crumbling and falling onto the ground below. The building was previously painted, and the paint will need to be removed to access the brick and joints. There may be additional spot repairs needed on the remainder of the building; Bidder to include a 20% contingency. - DPW Office Building - Repointing, repair, and brick replacement is required across an estimated 3200 square feet along the four exterior walls, including some areas of the wall that were repointed inappropriately with concrete-based mortar. - Freighthouse - Repointing, repair, and brick replacement is required across an area of about 9000 square feet. This estimate is the total square footage of exterior wall space, however, the City is primarily interested in repointing, repair, and brick replacement at or around mortar joints that were repointed inappropriately with concrete-based mortar. Repointing, repair, and brick replacement on original brick and mortar lines are estimated at less than 500 square feet. Remove and patch all unused metal attachments with tinted mortar (DPW will confirm which metal attachments, if any, should remain). o The Michigan State Historic Preservation Office ("SHPO") holds a historic preservation easement ("Easement") on the Freighthouse, and has reviewed and approved the City's scope of work. This approval letter is included in Attachment 5. Any change to the scope of work already approved by SHPO must be approved by SHPO before work is to begin
