Reference Number 0000383000 The City of Ypsilanti ("City") is issuing this Request for Proposals from hardwood flooring contractors experienced in applying the Secretary of the Interior's Standards for Rehabilitation of Historic Properties and the Guidelines for Rehabilitating Historic Buildings ("Standards and Guidelines"). The City owns and manages the Freighthouse, an event space and community center that was built in 1878 and is part of the Ypsilanti Historic District and listed in the National Register of Historic Places. The Freighthouse floor requires cleaning and repair to mitigate trip hazards and unevenness that have formed over time, and possibly protection from future damage. This work must follow the Secretary of the Interior's Standards for Rehabilitation of Historic Properties and the Guidelines for Rehabilitating Historic Buildings. Work shall not be completed outside of these days. Bidder to propose schedule and work plan as part of proposal. The City of Ypsilanti reserves the right to accept or reject any and all proposals or parts of proposals; to waive any and all irregularities, informalities, or inconsistencies; to negotiate contract terms with the successful applicant(s); and to disregard all nonconforming, non-responsive, or conditional proposals. Scope of Proposed Work: Main Scope: The Freighthouse floor requires cleaning and repair to mitigate trip hazards and unevenness that have formed over time, and possibly protection from future damage. Floors across most of the Freighthouse are in scope for this project. Please refer to the 2015 construction drawings included with bid materials for more information and general layout of the Freighthouse, and Attachment 2 for photos of the Freighthouse existing condition. The following rooms are in scope for this project: - Great hall, 2934 square feet o the freight scale is a notable trip hazard that the City is interested in fixing in an appropriate way. The area of greatest concern to be addressed is the part of the scale that extends about two feet out into the great hall from the scale, where there is the greatest dimensional difference between the scale and the surrounding floorboards o there is a carpeted accessibility ramp located at the north door (see photos in Attachment 2) that will need to be removed for work on the floors to be completed. The ramp must be reinstalled after work is completed (see Optional Scope 2 below, Contractor may possibly reconstruct). The ramp spans a floor area of about 82 inches wide and 55 2 inches long (including a 2-inch metal ramp edge), and its height is 3 inches. Additionally, the carpet extends from the top of the ramp under the doors another 17 inches (including a 2-inch metal ramp edge). - Vestibule, 631 square feet - Women's bathroom, 159 square feet - Men's bathroom, 146 square feet The Michigan State Historic Preservation Office ("SHPO") holds a historic preservation easement ("Easement") on the Freighthouse, and has reviewed and approved the City's scope of work. This approval letter is included in Attachment 3. The approved work plan, per SHPO, includes: "1) Cleaning, repairing, and refinishing the existing wood floor in the Great Hall and Vestibule by the Cafe. The cleaning will attempt to remove existing adhesives in some areas, and must not damage the wood or cause it to absorb water. Some sanding will be done to smooth rough edges and minimize dimensional differences between the floorboards. Floorboards will be replaced in full if any portions are deteriorated beyond repair. Cracks in floorboards and gaps between boards that are greater than [ 1/2 ] inch will be infilled with a material to approximately match the existing wood. Test patches of all cleaning and repair methods will be completed by the contractor for review and approval by the City. 2) Replacing the existing, non-historic vinyl flooring in the Vestibule and Women's/Men's Restrooms. The work may include new underlayment to create a solid surface for the installation of the vinyl flooring." 1 The firm selected by the City to perform the work ("Contractor") shall follow the Standards and Guidelines in repairing and rehabilitating the wood floors. Any change to the scope of work already approved by SHPO must be approved by SHPO before work is to begin. Additional information about the Freighthouse floors that will assist firms in preparing their bids: - Low-pressure cleaning methods and minimal water use only - The priority for the City is for Contractor to provide the minimal intervention that creates a safe floor, to preserve the historic and industrial character of the space. The City is not interested in any method that results in the floor looking new or shiny - The City estimates up to 10% of floorboards will need to be replaced. Bidders should include a cost by linear foot for floorboard replacements needed above that threshold. Use of salvage boards preferred, otherwise newer boards may be 1 Please note that SHPO approval letter states "Cracks in floorboards and gaps between boards that are greater than 1/4 inch will be infilled with a material to approximately match the existing wood" however the City will be using 1/2 inch to align with the 2009 Michigan Accessibility Code Section 302.3. 3 used but Contractor must color match appearance to the existing surrounding boards - Cracks in floorboards and horizontal gaps between boards that are less than 1/2 inch may be left alone, per the 2009 Michigan Accessibility Code Section 302.3 - Vertical differences between neighboring floorboards that are less than 1/4 inch may be left alone, per the 2009 Michigan Accessibility Code Section 303.2. It is acceptable to the City to sand floorboards to reduce or eliminate vertical differences between neighboring boards to meet this standard - Many of the floorboards are uneven and may have changes in level across an individual floorboard that exceeds 1/4 inch. To preserve the historic nature of the floor, the City will not allow sanding across wide areas of the floor to rectify this kind of general unevenness - Floorboards appear to be 1.5 inches to 2 inches thick - Boards in the Great Hall are most likely pine - It is thought that the flooring under the vinyl in the bathrooms and vestibule is the same type of flooring as in the Great Hall. It is not recommended to apply adhesives directly to the original floor, however, adhesives may be applied to the underlayment - There is no subfloor; there is an empty crawl space under the floor - The crawl space is accessible via a trapdoor in the utility closet; access is constrained
