Instructions for Providing the First-tier Subcontractor Disclosure and the Required Disclosure Form Are Included in the Contract Documents. The City Will Reject a Bid if the Bidder Fails to Submit the First-tier Disclosure Form With This Information by the Stated Deadline. Identification of Project: Major Items of Work Include Furnishing and Installing a New 175kw Standby Generator, Associated Underground and Above-ground Conduit and Wiring, Related Panel Modifications, Updates to Scada and Signal Wiring, Concrete Generator Foundation, and All Associated Site Restoration and Electrical Testing Necessary to Provide a Complete and Functional Emergency Backup Power System for the Norwood Pump Station, as Shown in the Plans. Contract Time: The Contractor Shall Order All Materials Required for the Project, Including but Not Limited to a Generator With an Estimated Lead Time of 12 Months, Within 15 Calendar Days of the Notice to Proceed. The Contractor Shall Begin Construction Within 15 Calendar Days of Receiving the Generator. The Contractor Shall Achieve Substantial Completion Within 60 Calendar Days of Starting Construction, and Final Completion Within 30 Calendar Days Thereafter. Other Bid Requirements: No Proposal for a Construction Contract Shall Be Received or Considered by the City Unless the Firm is Registered With the Construction Contractors Board or is Licensed by the State Landscape Contractors Board, as Applicable, as Specified in Oar 137- 049-0230. Proposals Must Include a Signed Proposal Form and a Bid Security in the Form of Either a Proposal Bond or Certified Check in an Amount Not Less Than Ten Percent (10%) of the Total Bid. Proposal Bonds May Be Submitted as Scanned Pdfs or Digitally Issued and Uploaded Directly Through the Bid Portal. If Submitting a Scanned Proposal Bond, the Original Physical Bond Must Be Delivered to the City Within Five (5) Business Days Following the Bid Deadline. Right of Rejection: The City of Tualatin Reserves the Right to Reject Any Bid Not in Compliance With All Prescribed Public Procedures and Requirements and May Reject for Good Cause Any or All Bids Upon a Finding That It is in the Public Interest to Do So. Bids Cannot Be Withdrawn Within Thirty Days (30) After the Bid Closing.
