Project Title: Nellis AFB and NTTR Paving IDIQ Project Location: Nellis AFB and NTTR Paving Indefinite-Delivery, Indefinite-Quantity (IDIQ) solicitation/contract for Nellis Air Force Base and Nevada Test and Training Range (NTTR). NOTICE TO OFFEORS: The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. This requirement is being solicited as a competitive small business HUBZone set aside for firms with a bona fide place of business located within the geographic area serviced by the Small Business Administration Region 9, and the assigned the North American Industry Classification System (NAICS) code 237310 Award will be evaluated on the basis of best value to the Government using the Lowest Price Technically Acceptable (LPTA) where a technically acceptable offer has the lowest evaluated price. Faxed proposals will NOT be accepted. The minimum guaranteed amount is $25,000; the maximum contract amount shall not exceed $9,900,000, Contractors must add cage code, TIN, and Unique Entity ID a 12-character number via Sam.gov in Block 14 when submitting proposals. More information can be found in Section L of this solicitation. All times stated are in Pacific Daylight Time. Note: There will not be a Pre-Proposal conference. BLOCK 13 ADDENDUM: No hard copy proposals are to be submitted for this solicitation. Offerors shall submit proposals electronically. Refer to Section L, Information to Offerors and Instructions for Proposal Preparation, paragraph 3 for electronic submission requirements. The block 13 stated due date and time will remain in effect. Additionally, submissions of proposals prior to the date and time identified in block 13 will be accepted and are highly encouraged. NOTE: Offerors are encouraged to submit all questions and requests for clarifications no later than close of business seven (7) calendar days after solicitation issued date (SF1442 block 3). The decision to respond to questions and requests for clarification after the submission date shall be at the sole discretion of the Contracting Officer (CO).
