Background Grays Harbor County Water District #2 (herein referred to as the District) is located five miles west of the City of Montesano and eight miles east of the City of Aberdeen, off the Olympic Highway (US 12) in the unincorporated area of Central Park in Grays Harbor County, WA. The District serves approx. 1,400 mostly residential customers. The District owns two wells located at a single location, three reservoirs, and three booster stations. The SCADA systems for each location are integrated into the Districts telemetry system located at the District office. Project The District is soliciting a request for proposal from firms or joint ventures to install a six-foot high chain link security fence along the norther property boundary of the Districts office, located at 6709 Olympic Highway Aberdeen, WA 98520, that mates to neighboring fences at the NW and NE corners. Privacy slats are required. The project shall includes removal and disposal of all materials, plants, and shrubbery needing removed to install the fence. Scope of Work It is the intent of this solicitation to receive proposals for budgeting purposes only, for the installation of a security fence along the northern property line of the Districts office, generally including the following items: 1. Build in accordance with local building codes and local jurisdiction regulations. 2. Apply for and receive all applicable building permits. 3. Match fence style and materials to neighbors existing chain link fence north of District property. 4. No gate required, unless required by local regulatory and/or public safety jurisdictions. 5. Removal and disposal of existing shrubs, asphalt, grass, dirt, and all other debris. 6. Contractor will follow all local, state, and federal safety and L&I requirements and regulations. 7. Contractor will coordinate with utility locating services at least one week prior to starting site work. 8. If needed, Contractor is responsible for establishing all appropriate traffic control measures, including coordination with DOT. Qualification Requirements - Qualified firms interested in this project shall demonstrate extensive experience in fence construction. The District prefers firms who have experience with municipal agencies and that are located in Grays Harbor County, WA. - It is preferred that qualified firms have extensive experience working in Grays Harbor County and maintain a business and field support staff within a two-hour response time of the District. The proposal shall include as a minimum: - A full comprehensive quotation that includes costs for all permitting, disposal, and other fees, material, labor, supplies, and applicable taxes. - An acknowledgment from the firm that the firm understands this RFP is for 2026 budgeting purposes only. - Other information the firm deems important to demonstrate their qualifications, experience and interest in the project. - The District recommends concise responsive submittals. Telephone calls regarding this RFP are not accepted. Proposals shall be emailed to John Millan, General Manager at john@centralparkwater.net. Proposals shall be clearly marked: Proposal for Fence Installation in the subject line of the email. Evaluation and Award The District will not award the project at this time. Quotes received will be used to establish budgetary numbers for elected Commissioners to review and consider for the 2026 budget year. The District reserves the right to make selections and base decisions on and from the proposals received. The District reserves the right to amend the due date for the Proposals but in no event will the submittal date be accelerated. This RFP does not commit the District to the award of a contract or to pay any cost incurred in the preparation of or the response to this RFP. There is no obligation on the part of the District to select and award any firm or individual submitting a response. RCW 39.80.040 Statement Vetern-owned, minority-owned, and women-owned, firms are encouraged to submit proposals, and they will be evaluated consistent with the District goal of achieving a level of participation by such firms consistent with their general availability within the community.
