No definite date for rebid.** The City Benton, Arkansas willreceive bids on a General Contract for the Early Dirt Package for theRV Campground and Soccer Complex project encompasses all initial site preparation activitiesnecessary to establish a stable,buildable platform across the entire development area. The scope of work includes full-site clearing and grubbing, followed by massearthwork involving approximately 87,000 cubic yards of cut and approximately 930,000 cubic yards of fill. This results in the import and placement of approximately 843,000 cubic yards of netfill material. This effort is intended to elevate the site an average of 8to 10 feet across the limits of disturbance, effectively raising theproject area out of the floodway.Grading operations will include amaximum cut of up to 10 feet indesignated areas and a maximumfill depth of up to 16 feet in others, in accordance with the preliminary cut/fill plan provided. This phase will also include the construction of key site drainagefeatures such as swales, detention ponds, and erosion control to manage surface runoff during and after grading operations. Thesecomponents are critical to maintaining site stability and controlling erosion throughout thedevelopment process. The work will involve the disturbance of several delineatedwetlands, which is accounted for within the environmental permitting for this phase. However, thecentral creek corridor runningthrough the site - serving as anatural divider between the RVCampground and the SoccerComplex -- will remain undisturbed and protected throughoutthis phase. No utility installation is included in this package; all underground utility work will be addressed in subsequent bidphases. Bids shall be on a lump sumbasis. Each Bid must be submitted onthe prescribed form and accompanied by a certified check or bid bond executed on the prescribedform, payable to the City of Benton, Arkansas in an amount notless than 5 percent of the amountbid. The bid proposal and work of the proposed contract shall be in accordance with all applicablefederal, state, county, and locallaws, ordinances and regulations. The attention of the Bidder isdirected to the applicable federaland state requirements and conditions of employment to be observed and minimum wage ratesto be paid under this contract. Any Bid may be rejected whichcontains material omissions, or irregularities, or in which any of the unit prices are obviously unbalanced in the opinion of the Owner. Also, a bid may be rejected if it, in any manner, shall fail to conformto the conditions of the BiddingRequirements and Contract Documents. The Owner reserves the right towaive irregularities, reject bids,choose the most qualified bidder for the Project, and to postponeaward of the Contract for a periodof time which shall not exceed beyond 90 days from the bid opening date.
