Site work for a mixed-use development in Benton, Arkansas. Working plans call for site work for a playground / park / athletic field.

The City Benton, Arkansas will receive bids on a General Contract for the Early Dirt Package for the RV Campground and Soccer Complex project encompasses all initial site preparation activities necessary to establish a stable, buildable platform across the entire development area. The scope of work includes: Bid questions due no later than, Thursday, August 21, 2025, to Caleb Zimmerman Mandy Spicer Project Manager Chief Financial Officer McClelland Consulting Engineers Inc City of Benton cezimmerman@mce.us.com Mandy.Spicer@bentonar.org 501-371-0212 501-381-3710 The scope of work for this project is only for the initial site preparation, other infrastructure will be done at a later date and by city or other forces. o full-site clearing and grubbing, followed by mass earthwork involving approximately 65,000 cubic yards of cut and approximately 718,000 cubic yards of fill. Resulting in import and placement of 653,000 cubic yards of net fill material. o This effort is intended to elevate the site an average of 8 to 10 feet across the limits of disturbance, effectively raising the project area out of the floodway. o Grading operations will include a maximum cut of up to 13 feet in designated areas and a maximum fill depth of up to 17 feet in others, in accordance with the plans and contract documents. o This phase will also include the construction of key site drainage features such as swales, detention ponds, and erosion control to manage surface runoff during and after grading operations. These components are critical to maintaining site stability and controlling erosion throughout the development process. o The work will involve the disturbance of several delineated wetlands, which is accounted for within the environmental permitting for this phase. However, the central creek corridor running through the site, serving as a natural divider between the RV Campground and the Soccer Complex, will remain undisturbed and protected throughout this phase but with the potential for a temporary creek crossing for construction. No utility installation is included in this package; all underground utility work will be addressed in subsequent bid phases. o The Contractor is responsible for obtaining the fill material and importing the material to the site. o An option to consider is the City of Benton owns a nearby source of fill material on property owned by the City (Saline County parcels 805-22300-006 and 805- 22200-003), located near Mountain View Elementary and Benton Fire Station #6. This borrow site contains an estimated 894,000 cubic yards of potential fill material, which will be made available to the contractor at no cost. A grading exhibit showing available cut volumes can be provided upon request. Contractors are responsible for conducting all necessary testing to confirm the material's suitability for use prior to transport and placement. Vendor must furnish three (3) references for similar projects completed within the last five (5) years that best demonstrates the Proposer's experience with projects similar in scope to what is outlined in this proposal. There references should include the name of the company/municipality as well as contact name, phone number, and email address. Prior to award, the successful vendor shall furnish an approved Certificate of Insurance from a company or agent licensed in the State of Arkansas and must keep insurance in force throughout the contract period and any extensions. The insurance may not be modified without the City of Benton's approval The City of Benton has the right to award this proposal to any Proposer. Proposals may not be withdrawn within 60 days after the proposals are opened. Proposal processes shall be in accordance with state law. The City of Benton reserves the right to award a contract or reject any or all proposals and to waive any and all informalities associated with the proposal, if it is in the best interest of the City to do so.
