The Contractor shall furnish and deliver methanol 99.85% to the WSSC Water Resource Recovery Facilities (WRRF) located in Prince George's and Montgomery Counties. The primary objective is to ensure a continuous and uninterrupted supply of methanol. This initiative is crucial for maintaining water and wastewater production in adherence to the Environmental Protection Agency (EPA) guidelines. It is required by the Commission to uphold high water treatment standards, meet regulatory requirements, and safeguard the smooth operation of facilities responsible for water and wastewater management. Project awarded to Colonial Chemical Solutions, Inc. Question Deadline 06/06/2025 at 12:00 PM ET All questions pertaining to the Solicitation or Contract Documents shall only be submitted by online. The contract base term shall be for a period of one year. The contract may be extended for an additional four (4) one-year options, or any portion thereof, at the sole option and discretion of Commission. The bulk delivery tractor and trailer tank shall be equipped with all the necessary equipment to allow for full unloading of the load without having to decouple the tractor from the bulk transport tanker. This shall be included but not limited to: self-contained pump, belly line pipe, various size connections, sufficient length of hose, pressure relief and vacuum breaker valves. Also, the driver should be equipped with: adapters, reducing fittings, connectors and couplings required for proper connection between trailer tank and the methanol unloading system at the particular facility to properly unload the methanol. The bulk delivery tractor and trailer tank shall be equipped with all hoses, materials, and appurtenances to allow for full unloading of the load without having to decouple the tractor from the bulk transport tanker. The estimated required hose length and quick disconnect for each facility is listed in "Site Specific Requirements". However, it is still the responsibility of the Contractor to properly determine all requirements prior to the first delivery. Failure to have the proper equipment to unload the tanker without having to decouple the tractor shall be cause for rejection of the load. The decision to reject the load shall be at the sole discretion of the Project Manager or their designee at that specific facility. The Contractor's driver shall not connect to any of the facility's Methanol unloading lines or begin the unloading process until they are instructed on which connections to use, the proper ground connection has been verified, and all connections have been verified by the facility's Project Manager or their designee. Once connected, the Contractor's driver shall not begin the unloading process until facility's Project Manager, or their designee has given the driver permission to begin the Unloading Process. During the Unloading Process the driver shall stay with the unloading vehicle and continuously monitor and observe the condition of the hoses, connections and couplings in order to be able to stop the unloading should a leak or spill occur. The driver shall immediately stop the unloading process if they detect a problem, the overfill alarm is activated or instructed by the facility's Project Manager or their designee. The Contractor shall comply with all applicable federal, state and local regulations and laws, including Title 49 of the Code of Federal Regulations, Parts 172 through 179, latest revision to transport, supply, and deliver methanol. Contractors must abide by WSSC's requirements regarding the quality and efficiency of delivery services. Failure to comply may result in the application of liquidated damages or contract termination. WSSC reserves the right to cancel an order without a fee, provided that such order has not been shipped from the Contractor's facility.
