The Mayor and City Council of Laurel, Maryland is soliciting response for a new Open-ended multi-year contract for Architectural and Engineering (A&E) services with two or three qualified consultant firms. This is a new solicitation and there are no incumbents. Joint ventures are allowed. All interested A&E firms are encouraged to submit expressions of interest. Successful firms shall be required to enter into a service agreement with the City for a four (4) to five (5) year term. The City of Laurel desires to select and contract with A&E firms that can provide a broad range of Municipal Engineering, Surveying, Architectural, and Land Planning services. Partnerships and sub-consultant agreements may be considered to provide the desired services and resources. This selection will be a qualifications-based Selection using the American Public Works Association (APWA) Red Book Guidelines for Public Agencies Fifth edition. Copies of these Guidelines are available through the APWA bookstore. Required capabilities include: Professional Civil Engineer registered in the State of Maryland with experience in site design of public works facilities, roadway repairs, flood plain management, land use planning, site plan review, public recreation facility design. Professional Structural Engineering registered in the State of Maryland experienced in foundation design, retaining wall, wood structure and steel design. Maryland registered Land Surveyor experienced in boundary and topographic surveys, flood insurance right-of-way surveys, deed description and annexation survey preparation. The Solicitation will proceed as outlined below, and the City reserves the right to modify the Solicitation schedule at any time as best serves the interests of the City. To ensure fairness and integrity, Offerors must not discuss this Solicitation or any related matters with City employees, agents, or representatives, except where explicitly permitted. The City reserves the right to reject Proposals from any Offeror violating this condition. It is important to understand that any verbal communication or responses to inquiries concerning this Solicitation are not legally binding. The City reserves the following rights: (i) to accept or reject any or all Proposals, entirely or partially; (ii) to waive any technicalities or informalities within Proposals; and (iii) to cancel or postpone this Solicitation at any time when it is determined to be in the City's best interest. Additionally, the City may reject any Proposal submitted by an Offeror who is in arrears or in default on any contractual, financial, or other obligation to the City.
