The Port of Bellingham (Port) is issuing this Request for Professional Services (RFPS) to solicit responses from consulting firms with suitable expertise and experience in providing design, permitting and bid document development services to reinstate on terminal rail connections to the Bellingham Shipping Terminal (BST). The terminal entrance is currently located at 661 Cornwall Ave., Bellingham, Washington. For a complete description and instructions for submitting proposals, vist the Port's Bid Postings page. Interviews will be scheduled with the top respondents (minimum 3). The Port of Bellingham reserves the right to reject any and all responses submitted. The selected firm will be required to enter into an agreement with the Port of Bellingham. The selected firm will be required to comply with applicable provisions of the Part 200 - Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards found at 2 CFR Part 200 (the "Uniform Grant Rules"). These rules are promulgated by the Office of Management and Budget (the "OMB"). Without limiting the foregoing, interested firms should review Part 200 - Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards, Subpart D - Post Federal Award Requirements __200.317, 318, 319, 321, and 322. The selected consultant will be required to comply with the Uniform Grant Rules and reasonably cooperate with the Port in its compliance with the Uniform Grant Rules. The Port reserves the right to reject any subconsultants that are not in compliance with the Uniform Grant Rules. The Port encourages minority businesses, women's business enterprises, labor surplus area firms, and veteran-owned firms to apply or to team with another firm. It is the Port's policy to assure that no person shall, on the grounds of race, color, national origin, or sex, as provided by Title VI of the Civil Rights Act of 1964, be excluded from participation in, be denied the benefits of, or be otherwise discriminated against under any of its programs and activities. The Port of Bellingham, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. __ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. The Port of Bellingham in accordance with Section 504 of Rehabilitation Act (Section 504) and the Americans with Disability Act (ADA), commits to non-discrimination on the basis of disability, in all of its programs and activities.
