The Port of Bellingham (Port) is issuing this Request for Professional Services (RFPS) to solicit responses from consulting firms with suitable expertise and experience in providing design, permitting and bid document development services to reinstate on terminal rail connections to the Bellingham Shipping Terminal (BST). The terminal entrance is currently located at 661 Cornwall Ave., Bellingham, Washington. For a complete description and instructions for submitting proposals, vist the Port's Bid Postings page. Interviews will be scheduled with the top respondents (minimum 3). The Port of Bellingham reserves the right to reject any and all responses submitted. The selected firm will be required to enter into an agreement with the Port of Bellingham. The selected firm will be required to comply with applicable provisions of the Part 200 - Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards found at 2 CFR Part 200 (the "Uniform Grant Rules"). These rules are promulgated by the Office of Management and Budget (the "OMB"). Without limiting the foregoing, interested firms should review Part 200 - Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards, Subpart D - Post Federal Award Requirements __200.317, 318, 319, 321, and 322. The selected consultant will be required to comply with the Uniform Grant Rules and reasonably cooperate with the Port in its compliance with the Uniform Grant Rules. The Port reserves the right to reject any subconsultants that are not in compliance with the Uniform Grant Rules.
