The Norman Housing Authority (NHA) requests qualifications (RFQ's) for Architectural & Engineering Services to complete modernization activities. This will be a 5-year contract for projects under the HUD Capital Fund Program (CFP) as well as nonCFP activities. Immediate non-CFP projects consist ofreplacing roofsections, exterior painting/caulking, and drainage issues at a 91 unit 3-story elderly housing complex. In addition, roofrepairs, siding replacement, and door replacement on various family duplex sites are needed. Awarded recipient will provide cost estimates, create design plans, develop bid documents, solicit bids, lead the bidding and contract execution phase in accordance with federal procurement requirements, verify all HUD required bid/contract documents are properly completed, perform work inspections, complete the Davis Bacon Wage Rate analysis to include employee interviews, obtain lien releases, verify work completed for each draw and verify all required documents are attached to each draw before forwarding the draw/payment request to the Norman Housing Authority. The NHA reserves the right to revise said projects as needed for budgetary purposes. The Norman Housing Authority reserves the right to not utilize A/E for smaller modernization plans.
