Through this Request for Proposals, the City of Merritt invites standing offer proposals from suitably-qualified organizations for the provision of property cleanup services (including; grass/weed cutting for private properties to comply with bylaw requirements, and cleanup of homeless encampments) for various properties located within the City of Merritt limits. As a result of this RFP, the City will shortlist the 3 highest-ranked Respondents, to enter into Standing Offer Agreements for the supply of the services on an 'as and when required' basis. The 3 Respondents will be ranked in order from 1st to 3rd (with the 1st-Ranked Organization being the highest, and the 3rd-Ranked Organization being the lowest) according to their total weighted scores from the RFP Evaluation. Standing Offer Agreements will run for a base term of 2-years, with two optional extension years possible at the sole discretion of the City and subject to mutual agreement on terms and pricing for such extensions. As each assignment for services is required during the Standing Offer Agreement term, the City will offer a right of first refusal for the assignment to each Respondent in ranked-order starting with the 1st-ranked. If the 1st-ranked cannot perform the assignment within the City's required timeframe, then the City will move to the 2nd-ranked, and if the 2nd-ranked cannot perform the assignment within the City's required timeframe, then the City will move to the 3rd ranked. While the City fully intends to utilize the 3 ranked Respondents to perform most property cleanup services required by the City, the City does not guarantee any minimum quantity of services or that the Respondents will be the exclusive provider of property cleanup services during the Standing Offer Agreement terms.
