The bids will be reviewed, and the contract awarded that is in the best interest of the Authority Bids must be made on the Standard Bid Proposal Form in the manner designated therein and must be enclosed in a sealed envelope bearing the name and address of the bidder, the number and name of the contract, and the item bid on the outside of the envelope. No responsibility shall be attached to any person or persons for the premature opening of any bid not properly addressed and identified. Copies of contract documents are available electronically ONLY free of charge by emailing the SCMUA Office Manager, Tara Kronski, at tkronski@scmua.org. All notices of revisions and addenda to advertisements or bid documents will be provided in accordance with N.J.S.A. 40A:11-23. Note that physical copies of the documents will not otherwise be available for review. Questions on the bid documents can be sent to Timothy Phillips, Wastewater Superintendent, at tphillips@scmua.org. Bidders are directed to submit one (1) original and one (1) copy of bid. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 et seq. Bidders are also required to comply with the requirements of Public Laws 1977, Chapter 33. Bidders are solely responsible for the timely delivery of the bids and no bids shall be considered which are presented after the public call for receiving bids. The Authority will not assume responsibility for bids forwarded by mail or delivery services. Any bid received after the date and time specified will be returned, unopened, to the bidder. The provisions of the New Jersey Local Public Contracts Law, N.J.S.A. 40A:11-1 et seq. are incorporated herein by reference. If the Contract is to be awarded, the SCMUA will award to the lowest responsible and responsive bidder within sixty (60) days of the Bid Opening or agree upon an extension of time acceptable to any bidders. The SCMUA Board of Commissioners reserves the right to reject any or all bids and to waive any minor irregularities or informalities in the bids and to accept the bid or bids, which in their judgment, will best serve the interest of the Sussex County Municipal Utilities Authority. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27-1 et seq.
