Reference Number 0000295140 Question Acceptance Deadline 2025/06/20 04:30:00 PM CDT The Rural Municipality of Springfield (RMS) is a mix of rural and urban area and industrial centers situated immediately east of the City of Winnipeg (provincial capital), within the province of Manitoba. The Municipality is home to a population of approximately 16,000 residents and roughly 8,000 residential, commercial, industrial and agricultural properties. The Municipality covers approximately 1,100 square kilometers. The Municipality owns, operates and maintains three (3) wastewater collection systems and seven (7) lift stations serving the main communities of Dugald, Oakbank and Anola. Of the seven (7) lift stations, five (5) are in Oakbank, and one (1) each in Dugald and Anola. The current Anola Lift Station, constructed in late 2006 is the main lift station providing service for the Anola Low-Pressure Sewer System. The current lift station is an FRP single chamber, 1,840 m I.D x 5.40 m depth with duplex pumps and associated hardware while the 150 mm HDPE forcemain travels a distance of approximately 12,350 meters (12.35 kilometers) from the lift station north along Stoneridge Road, west along Corbett Road and north along Willowdale Road to a tie-in with the other forcemains on the north side of the RWWTF prior to discharge into the RM's Regional Wastewater Treatment Facility (RWWTF). The original year 2006 duplex pumps were upgraded in or around 2016 to Flygt 3152-16 hp duplex pumps. The community of Anola continues to grow at a steady pace, adding forty-one (41) building lots in 2024. The proposed expansion of the current development at the north end of Academy Road (and to the east towards PTH #12) may add an additional 400 building lots comprising single family homes and townhouses / apartments over the following decade. It is not known currently what the remaining hydraulic storage and pumping capacity is for future development and growth with the Anola community. The Water and Waste Department has been tasked with ensuring that there is sufficient wastewater collection system capacity to accommodate future growth within Anola and more importantly lift station pumping and conveyance capacity to the RWWTF. At this time, the Municipality is seeking the services of a qualified engineering services provider for the Anola Lift Station & Forcemain Capacity Analysis.
