Completed plans call for site work for a bridge / tunnel; water / sewer project; for the renovation of a water / sewer project; for the demolition of a water / sewer project; and for the construction of a water / sewer project.

Generally, the Work covered by the Plans and Specifications includes the construction of a water booster station featuring a wood framed building with metal panel exterior, FRP interior wall covering, electrical, HVAC, process piping, pump controls, and all related accessories. Underground utilities include approximately 102 LF of 4-inch PVC watermain piping, gate valves, and 42 LF of 18 CMP culverts. Demolition and removal of existing above ground water booster station and below grade precast meter vault. All Bids must be submitted, and all work shall be done, in full and strict compliance with: 1. The Plans & Contract Documents for this project. 2. Any Special Conditions for this project. 3. NDDOT Standard Specifications for Road and Bridge Construction All Bids are to be submitted on the basis of cash payment for the Work and Materials necessary to complete the project. Each bid must be accompanied by a separate envelope containing a copy of Contractors License and bid security. The bid security must be in a sum equal to five percent of the full amount of the bid and must be in the form of a bidders bond. A bidder's bond must be executed by the bidder as principal and by a surety, conditioned that if the principal's bid is accepted and the contract awarded to the principal, the principal, within ten days after notice of the award, shall execute a contract in accordance with the terms of the bid and the bid bond and any condition of the governing body. A countersignature of a bid bond is not required under this section. If a successful bidder does not execute a contract within the ten days allowed, the bidders bond must be forfeited to the Garrison Rural Water District and the project will be awarded to the next lowest responsible bidder. Bidders must be licensed for the full amount of the Bid, as required by Sections 43-07-12 of the North Dakota Century Code. No Bid may be read or considered if it does not fully comply with these requirements of Section 48-01.2-05 of the North Dakota Century Code. Any deficient Bid received will be resealed and returned to the Bidder immediately. The Owner reserves the right to hold all Bids for 30 days, to reject any or all Bids, and to waive any informality or irregularity in any Bid to accept the Bid deemed in the best interest of the Owner, and to rebid the project until a satisfactory bid is received. There shall be endorsed upon the outside of the envelope containing the Bid, the following: 1. Garrison Rural Water District, North Booster Station 2. The name of the person, firm, corporation, or joint venture submitting the Bid. 3. The Bidders Contractors License or Contractors License Renewal Number. 4. Acknowledgement of Addendum, if any. Any deficient Bid received will be resealed and returned to the Bidder immediately. All Work shall be substantially complete on or before April 1, 2026 and will be completed and ready for final payment in accordance with Paragraph 15.06 of the General Conditions on or before May 15th, 2026. If the work is not completed by the times listed above or as modified by approved change order, liquidated damages in the amount of $500 per day will start and continue until work is completed.
