All Contractors Named in This Proposal, Shall Possess a Valid Public Works Contractor's Registration Certificate Pursuant to N.j.s.a. 34:11-56.48 Et Seq., at the Time the Proposal is Received by the City of Newark. Pursuant to Newark City Ordinance #2:2-28.3 and 2:2-28.4, the Contractor Must Set Aside at Least Twenty-five Per Cent (25%) of the Total Contract Bid Price to a Minority Owned Business Enterprise (MBE )or Enterprises Plus an Additional Seven Per Cent (7%) to a Women Owned Business Enterprise (WBE ) or Enterprises; the Total Set Aside (%) Through Either Joint Venture Arrangements, Partnerships, Subcontracts, the Purchase of Goods and Services or Any Other Method Available. The City Accepts No Responsibility for Any Bids Prior to Their Presentation at the Date and Hour Indicated for the Formal Bid Opening. No Bid Will Be Accepted After the Date and Hour Named.
