Question Deadline 06/25/2025 Direct Questions to: Procurement Contact: Brandon Niles Email: purchasing@pps.net Phone: 503-916-3031 Project Definition Jefferson High School's 14-acre site includes the original 1909 structure, several later alterations and building additions, track, fields, and parking. Currently approximately 300,000 SF, the school is bound by North Killingsworth to the north and North Humboldt Street to the South, and is bisected by North Albina Street. The current Comprehensive Plan includes a compact, four-story building accommodating 1,700 students, on the existing track and football field at the North side of the site. In the first phase of construction, students will remain on site in the existing school buildings during the construction of the new school. Two new multipurpose baseball and softball fields located to the south of the existing school will be permitted and constructed during the first phase to avoid the complete loss of athletic fields during construction. Upon completion of the new school, students will occupy the new facility and the old school buildings will be demolished. Following demolition of the old school, a second phase of construction will complete the site work for the modernization project. This work will be scheduled for completion before demolition of the existing track and field begins. With current staff/students remaining on site during construction to allow for critical program connections with Portland Community College and the Albina community overall, the CM/GC will need to accommodate that constraint during the life of the project. The successful CM/GC will demonstrate expertise in: _ providing CM/GC pre-construction and construction phases services on complex projects greater than $100M, _ working within and contributing to a collaborative team environment to achieve client goals/objectives, _ participating as a partner to the project team, which includes PPS staff, to maximize team transparency, accountability and performance, _ utilizing lean design/construction techniques/practices scope/schedule/budget/behavioral goals at the end of the project, to meet _ working on constrained and occupied project sites and successfully avoid impacts to the learning/academic environment, _ incorporating District constraints successfully into all schedules and work plans to minimize impacts to stakeholders and facility users to reduce uncertainty and unplanned/unforeseen delays and/or impacts _ creating community engagement and facilitating communications/transparency/accountability with/for/to community members _ creating and realizing contracting opportunities for Certified Businesses (MBE/WBE/SDV/ESB) that exceed the District's aspirational goals/policy minimum standards _ meeting commitments, benchmarks and other levels of performance outlined in a firm's proposal to this RFP 2.3 Scope of Work 2.3.1 Preliminary Related Services To facilitate a timely start to the project a preliminary Related Services contract will be issued prior to the CMGC contract for the following scope of work: Cost estimate of the 75% Schematic Design documents including reconciliation effort with the Architect's estimator and establishing a pathway to budget. Develop a preliminary project construction schedule. This effort is expected to last approximately eight to ten weeks prior to execution of the CMGC contract. Please see attachments K and L. 2.3.2 Pre-Construction Services Preconstruction Services for the Project shall be provided as described within Attachment G - Preconstruction Scope of Work. 2.3.3 Construction Services The CM/GC shall provide Construction Services to fully construct the Jefferson HS Modernization Project ("the Work") as defined within the Contract Documents that shall be developed in conjunction with the CM/GC as a part of the Preconstruction Services. 2.3.4 Certified Business The CM/GC must be familiar with the total local labor and subcontracting market, particularly Certified Businesses, and be capable of soliciting subcontracts without discrimination against race, color, or national origin, for consideration of any contract entered into pursuant to this project. Additionally, the CM/GC will work creatively in collaboration with the District to identify work and establish procedures and processes to successfully engage minority and women businesses in this work. 2.3.5 Workforce Diversity The CM/GC shall be responsible for all management, coordination and other efforts needed to meet the District's workforce diversity requirements and required reporting/auditing through the City of Portland.
