Copies of the Bid Documents may be examined at the office of the Borough of Conway or at the office of NIRA Consulting Engineers, Inc., 950 Fifth Avenue, Coraopolis, Pennsylvania 15108. Bid Proposal made in the favor of the Borough of Conway. Only documents obtained directly from the Engineer will be valid at bid opening. A Performance Bond, Labor and Material Payment Bond, and Maintenance Bond in the amounts specified within the Contract Documents will be required of the successful Bidder. Bidders on this work will be required to comply with the Provisions of the Pennsylvania Prevailing Wage Act 442. The Prevailing Wage Scale is included in these Specifications. Bidders on this work will be required to comply with the Provisions of the Public Works Employment Verification Act (PWEVA). Adherence to Instructions to Bidders is required. No Bid or any part thereof shall be withdrawn by Bidder for a period of sixty (60) days subsequent to the Bid Opening. The right is reserved by the Owner to reject any or all Bids or parts of bids and to waive technical defects in any Bid. SUMMARY OF WORK A. This project is entitled "Borough of Conway 2025 Road Program". B. Without intending to limit and/or restrict the volume of work required by this Contract, the work generally consists of furnishing labor, materials, tools, equipment, services, and transportation, and perform all operations necessary to complete the work as specified and/or indicated on the Construction Drawings and as summarized below: 1. Preliminary Investigation. Supplement existing preliminary investigation of the site, as required, to provide a sound basis for the planned improvements as described by the Contract Documents. These investigations may include, but not be limited to, utility research, review of existing record drawings, site investigations and others as the Contractor requires to complete the Contract work. 2. The following project features are to be included in the project and are to be furnished, installed, constructed, or demolished (as appropriate) in accordance with the Contract Documents. a. Site facilities and Services 1) Provide temporary services and facilities and traffic maintenance and protection, as required for construction of this Contract. 2) Perform milling of existing pavement. 3) Thoroughly broom and clean road surface. 4) Apply asphalt tack coat to milled surface 5) Install asphalt binder course and compact. 6) Wait a minimum of two (2) hours to allow binder course to cool. 7) Install asphalt wearing course and compact. 8) Seal all joints and limits of work. 9) All other work, as required by the Construction Drawings or Technical Specifications.
