The Housing Authority of Washington County is a public entity tasked with providing high quality, safe and affordable housing in Washington County. HAWC manages a diverse portfolio of residential properties that includes single-family homes and multi-family apartment communities. Fencing Installation Services for the Housing Authority of Washington County Services under this contract include On-Call Fence Installation Services for properties owned and managed by HAWC. The scope of work includes removing existing fence and replacing with wooden fencing or chain-link fencing in accordance with industry standards and safety regulations. Type of contract: Firm Fixed Contract. Number of Contracts: The County reserves the right to award more than one contract if it is in the best interest of the County to do so. In the event that (2) contracts are awarded; work assignments under this on-call contract will be assigned off of a rotating list. The work assignments will alternate between the two contractors chosen for award. For example, the first work assignment will go to Contractor A, the second work assignment will go to Contractor B, and so on. If a contractor does not want or is unable to respond in time or complete a work assignment, it will then be offered to the next contractor on the list. The contractor that turned it down will lose their turn in the rotation. For example; if Contractor A accepts work assignment #1, and then Contractor B does not accept work assignment #2, then assignment #2 will be offered to Contractor A. Work assignment #3 would then be first offered to Contractor A based on the original rotation and work assignment #4 would then be offered first to Contractor B based on the original rotation. The Contractor shall provide all services at a cost inclusive of: Direct labor hours at specified fixed hourly rates. Equipment, consumable materials, and supplies. Overhead and supervision. Required permits. Mileage and travel time. Debris disposal and truck charges. Contractor shall obtain all required permits and coordinate jurisdictional inspections. There is no guarantee of vacancy status at the time work is being performed. The Contractor, working with the assistance of HAWC, shall coordinate with the tenant(s) to determine what preparations need to be made prior to the work to ensure the job is performed as efficiently as possible for all parties involved. There is no guarantee on the quantity of work that the contractor will be required to do. Work will be performed on an as needed basis as the demands of the housing authority dictate. The Contractor shall complete an affidavit in proof that they did not enter into any collusion with any person in respect to this contract. The work performed under this contract is on a project assisted under a program receiving direct Federal financial assistance from the Department of Housing and Urban Development (HUD) and is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968 - See Attachment D. The Act requires that, to the greatest extent possible, opportunities for training and employment will be given to residents of the area of the Section 3 covered project. The Contractor shall ensure that tenant(s) have continuous access to their units during the project. The contractor shall provide clear signage, fencing, or other barriers to direct tenant(s) to the nearest available access point to their units. If access to a unit is temporarily blocked, the Contractor shall provide a temporary alternative access point and shall restore access to the original access point as soon as possible. The Contractor shall take all necessary steps to minimize disruptions and inconvenience to tenant(s) during the project. All HAWC properties are strictly no smoking; this includes all interior and common areas, parking areas and yards. Contractor shall ensure that all employees are aware of the no- smoking policy and shall enforce this provision. Violating personnel may be excluded from the property and this contract by the HAWC contract administrator. Failure to comply with this provision may result in contract termination. In accordance with all applicable laws and generally accepted practices, the Contractor will be solely and completely responsible for conditions of the job site, including the safety of all persons and property during the performance of the work. The Contractor shall always prioritize the safety of employees on the work site by taking all necessary precautions. This includes erecting and consistently maintaining all required safeguards to protect both workers and the public, adapting as needed to job conditions and the progress of work. The Contractor shall also clearly post danger signs to warn against any hazards created by ongoing operations and work in progress. The Contractor shall clean the work site each day and upon completion of the project and verify that all debris is removed from the premises. A magnetic sweep will be performed twice daily around the perimeter of the project and along all pedestrian walkways to ensure removal of nails, screws, or any small metal foreign matter. The work site shall be left in a condition comparable with that at the beginning of the project. If the Contractor fails to correct work that is not in accordance with safety requirements or recognized industry standards, HAWC may order the Contractor to stop all work, or any portion of work. However, the right of the HAWC to stop work shall not give rise to a duty on the part of HAWC to exercise this right for the benefit of the Contractor or any other person or entity. PPE: Safety gear is required of all staff on-site at all times. During the performance of the resulting contract, the Contractor is required to comply with the conditions of the federal Occupational Safety and Health Act of 1970 (OSHA) and the standards and regulations issued thereunder. It shall be the sole responsibility of the Contractor to remain familiar with said standards and regulations and maintain their enforcement. Requirements include, but are not limited to, proper footwear, hard hats, safety eyewear, hearing protection, gloves, vests, etc. 3.2. Scope of Work and Specifications Contractor will provide comprehensive fencing replacement services for the following fence types: Wooden Fencing Materials Posts: 4 x 4 Pressure treated lumber rated for ground contact Rails: 2 x 4 Pressure treated lumber. Pickets: Cedar, 5/8" thick by 6" wide Hardware: Hot-dipped galvanized. Installation: Post spacing: 6 feet apart Post depth: 24 inches (1/3 of fence height) or below frost line, whichever is deeper Concrete Footings: 10-inch diameter, posts must be set in above ground level to prevent water pooling. Rails: Three horizontal rails. Picket spacing: Minimal gaps 1/4 inch maximum for privacy. Rot Prevention: All cut ends of pressure treated lumber must be treated with end-cut solution. Wooden Gate Materials Posts: 6 x 6 pressure treated lumber rated for ground contact. Frame and Interior Braces: 2 x 4 pressure treated lumber. Pickets: Cedar, 5/8" thick by 6" wide Chain-Link Fencing Materials Mesh: 11.5-gauge galvanized stee wire, 2-inch diamond pattern. Line Posts: Galvanized steel. 1 7/8-inch diameter, schedule 40. Terminal Posts: Galvanized steel 2-1/2-inch diameter (end, corner, and gate posts) Top Rail: 1 5/8-inch diameter galvanized steel. Bottom Wire: 7-gauge tension wire Fittings: Pressed steel or galvanized iron. Do not use clamps Installation Post spacing: Maximum 10 feet apart. Post depth: 24 inches or below frost line. Concrete Footings: 10- inch diameter. Concrete must be crowned at the top to avoid water pooling Top Rail: continuous through line post tops with appropriate couplings. Do not use Clamps. Bottom Wire: Installed and secured to fabric with hog rings at 24-inch intervals Gates: Self-closing hinges, positive latching devices and diagonal truss-rods on gates over 5 feet wide. Fabric Installation: Stretched taut with appropriate tension bars and bands Secured to line post with wire ties at 15-inch intervals maximum Bottom of fabric must not exceed two inches above grade. Failure to be registered will be sufficient cause to reject a bid as "non- responsive." Licensing per ORS 468A.720 (working with asbestos) is not required for this project. Bidders must conform to the requirements of these bid documents and all related, applicable laws. Contractor will demonstrate that an employee drug and alcohol testing program is in place and that employees who are engaged in the construction, reconstruction or maintenance of a project (all public works projects) have tested negative for drugs and alcohol or have entered a rehabilitation program. The County does not intend to pre-qualify any bidders for this project. All bids submitted for this project will be considered provided that they meet the criteria set forth in the bid documents with respect to submission in a timely manner, bonding, and all other applicable requirements. However, all bidders will be checked against the Bureau of Labor and Industries and the Construction Contractor's Board list of contractors ineligible to receive public works contracts.
