The Housing Authority of Washington County (HAWC) is a public entity tasked with providing high quality, safe and affordable housing in Washington County. HAWC manages a diverse portfolio of residential properties that include single-family homes and multi-family apartment communities. Services under this contract include On-Call repair, maintenance and replacement of residential overhead garage doors on properties owned and managed by HAWC. Question Submission Deadline: July 7, 2025, 2:00pm. Type of contract: Firm Fixed Contract. The Contractor shall provide all services at a cost inclusive of: Direct labor hours at specified fixed hourly rates. Equipment, consumable materials, and supplies. Overhead and supervision. Required permits. Mileage and travel time. Debris disposal and truck charges. Contractor shall obtain all required permits and coordinate jurisdictional inspections, if applicable. There is no guarantee of vacancy status at the time work is being performed. The Contractor, working with the assistance of HAWC, shall coordinate with the tenant(s) to determine what preparations need to be made prior to the work to ensure the job is performed as efficiently as possible for all parties involved. There is no guarantee on the quantity of work that the contractor will be required to do. Work will be performed on an as needed basis as the demands of the housing authority dictate. The work performed under this contract is on a project assisted under a program receiving direct Federal financial assistance from the Department of Housing and Urban Development (HUD) and is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968 -See Attachment D. The Act requires that, to the greatest extent possible, opportunities for training and employment will be given to residents of the area of the Section 3 covered project. The Contractor shall ensure that tenant(s) have continuous access to their units during the project. The contractor shall provide clear signage, fencing, or other barriers to direct tenant(s) to the nearest available access point to their units. If access to a unit is temporarily blocked, the Contractor shall provide a temporary alternative access point and shall restore access to the original access point as soon as possible. The Contractor shall take all necessary steps to minimize disruptions and inconvenience to tenant(s) during the project. All HAWC properties are strictly no smoking; this includes all interior and common areas, parking areas and yards. Contractor shall ensure that all employees are aware of the no- smoking policy and shall enforce this provision. Violating personnel may be excluded from the property and this contract by the HAWC contract administrator. Failure to comply with this provision may result in contract termination. In accordance with all applicable laws and generally accepted practices; the Contractor will be solely and completely responsible for conditions of the job site, including the safety of all persons and property during the performance of the work. The Contractor shall always prioritize the safety of employees on the work site by taking all necessary precautions. This includes erecting and consistently maintaining all required safeguards to protect both workers and the public, adapting as needed to job conditions and the progress of work. The Contractor shall also clearly post danger signs to warn against any hazards created by ongoing operations and work in progress. The Contractor shall clean the work site each day and upon completion of the project and verify that all debris is removed from the premises. A magnetic sweep will be performed twice daily around the perimeter of the project and along all pedestrian walkways to ensure removal of nails, screws, or any small metal foreign matter. The work site shall be left in a condition comparable with that at the beginning of the project. If the Contractor fails to correct work that is not in accordance with safety requirements or recognized industry standards, HAWC may order the Contractor to stop all work, or any portion of work. However, the right of the HAWC to stop work shall not give rise to a duty on the part of HAWC to exercise this right for the benefit of the Contractor or any other person or entity. PPE: Safety gear is required of all staff on-site at all times. During the performance of the resulting contract, the Contractor is required to comply with the conditions of the federal Occupational Safety and Health Act of 1970 (OSHA) and the standards and regulations issued thereunder. It shall be the sole responsibility of the Contractor to remain familiar with said standards and regulations and maintain their enforcement. Requirements include, but are not limited to, proper footwear, hard hats, safety eyewear, hearing protection, gloves, vests, etc. ORS 701.026 and ORS 671.530 require that bidders be licensed with the Oregon Construction Contractors Board or licensed by the State Landscape Contractors Board prior to the submission of a bid. A contractor licensed under ORS Chapter 701 may bid on a landscaping job or perform a construction project that includes landscape contracting as a portion of the project if the landscape contracting portion is subcontracted to a licensed landscaping business as defined in ORS 671.520. A landscaping business may bid on a job or perform a contract that includes the phase of landscape contracting for which it is not licensed if it employs a licensed landscape contractor, or subcontracts with another landscaping business, licensed for that phase. Failure to be licensed will be sufficient cause to reject bids as "non-responsive. The contractor shall maintain in effect all licenses, permits and certifications required for the performance of the work. The contractor shall notify the County immediately if any license, permit or certification required for the performance of this contract ceases to be effective for any reason. Washington County reserves the right to reject any and all bids and to waive any and all informalities in the best interest of the County.
