Site work and paving for a bridge / tunnel in Waterbury Ctr, Vermont. Completed plans call for site work for a bridge / tunnel; and for paving for a bridge / tunnel.
Bridge 14 Loomis Hill Road Bridge is structurally in good shape but existing rip rap that provides erosion protection needs to be reset and additional rip rap added. A short length of the downstream end of Abutment 2 has been undermined. Several large stone sit precariously on the embankment upstream corner of Abutment 1 which help protect the abutment. In front of Abutment 2 some large stones have been moved into the stream bed. Large stone have been moved by hydraulic forces to the center of the stream under the bridge. Gravel deposits, especially upstream, need to be removed though not lower than existing stream bed. This will help direct the stream flow more toward the center of the brook. Two large trees have fallen across the brook upstream of the bridge. These trees are considerably outside of the road ROW but if not removed may end up plugging the upstream side of the bridge. Recent heavy rain/stream flow has diverted stream flow around the root ball. Work has been reviewed with regional State of Vermont Stream Alteration engineer and approved. The scope and sequence of work includes, but is not necessarily limited to: A. Reset and add large stone riprap under both sides of the bridge including relocate/reset large stones that has been moved to the center of the stream under the bridge. B. Include smaller chinker stone to help inhibit stream flow behind the stone. C. Retrieve large armor stones that were washed downstream and reset. D. Add additional large stone rip rap, on both sides, to 30 feet upstream of the bridge to help minimize stream bank wandering. No key way construction. E. Fill void under Abutment 2 with flowable fill concrete. Assume 4CY F. Remove two large gravel deposits upstream of the bridge to help direct stream flow to the center of the stream. Assume 50 CY. Town will allow gravel to be stockpiled behind ice center for Town future use. G. Remove two large trees upstream of the bridge. Tree trunks to be rolled over on adjacent land. Roll large root ball against bank. Trees 36" diameter +/- x 40 feet. H. Utilizing Type 4 stone, armor stream bed starting 15 ft upstream/under Bridge 14/to 20 ft downstream I. During the duration of work, the Contractor shall maintain single lane one way traffic on Loomis Hill Road. On one side, the work site is just beyond a somewhat blind descending curve in the road so temporary traffic lights (each end) shall be installed for 24 hour operation. J. Contractor shall submit a simple written project schedule to the Town for approval prior to commencement of work. The Town and Contractor shall review this schedule and work tasks at a preconstruction meeting. Extended wet weather, with rise in Thatcher Brook waters, may require temporary postponement of work. K. Staging and material storage areas are very limited in the project area. L. Work in stream is restricted to July 1 to October 1, 2025. Project Funding Requirements A. The project is funded by FEMA B. Bid Bond, Performance Bond and Payment Bond are not required for this project. C. Davis-Bacon Act do not apply to this project. Any questions that come up after the site visit shall be submitted in writing to William Woodruff, Town of Waterbury Public Works Director.
