The University of California, Irvine (UCI) requests the qualifications of Contractors with a General Engineering (A) license wishing to submit bids for the Job Order Contract - Small Construction Projects, Maintenance & Service Work, Project. The University of California, Irvine seeks to hire a Contractor for Small Construction Projects, Maintenance and Service Work that will be delivered by Job Order Contract (JOC). Work under the JOC will be limited to the following: 1. Jobs necessitated by underground utility failures (water, reclaimed water, waste or storm water, campus chilled or heating hot water, and high/low electrical and data lines) due to life cycle, emergencies, or weather. 2. Jobs that must be commenced in a short period of time due to life-safety or operational requirements where time constraints or lack of in-house staffing make it impractical to utilize other contracting modes and/or perform the work with in-house trades. 3. Jobs with anticipated unforeseen conditions, including work in and around buildings and on campus systems that may have incomplete documentation. 4. Fixed works requiring specialized engineering knowledge and skill including utility transmission and storm water infrastructure, land leveling and earthmoving projects, excavating, grading, trenching, paving and surfacing work and concrete work in connection with the above-mentioned fixed works. 5. Jobs requiring the use of at least two unrelated building trades or crafts that encompasses improvements, alterations, renovations, remodeling, and/or repairs to existing UCI facilities and infrastructure systems. Contract Term: One year with two one-year extensions at the University's option. Project Delivery: Job order contract. Procedures: Prequalification questionnaires will be available electronically at 4:00 pm on May 16, 2025, from UCI Design & Construction Services. Required Project Experience: Prequalification questionnaires will be accepted from General Engineering (A) licensed Contractors that have completed comparable projects under a Job Order Contract (JOC) as described in the questionnaire as follows: At least three job order contracts completed in the past 7 years that meet the criteria listed below and demonstrate the Contractor's ability to successfully complete the project with respect to project size, scope, cost, use, complexity, etc. as follows: Job order contracts completed in the State of California Job orders that required specialized engineering knowledge and skill including utility transmission and storm water infrastructure, land leveling and earthmoving, excavating, grading, trenching, paving and surfacing, concrete or other general engineering work Job order that required at least 2 emergency response jobs necessitated by utility failures (water, reclaimed water, waste orstorm water, campus chilled or heating hot water, and high/low electrical and data lines) due to life cycle, emergencies, or weather. Job order contracts that required the coordination of at least two unrelated trades Job order contracts with a total construction cost for all job orders of at least $2 . The University selected Facility Optimization Solutions(FOS) of Cannon Design's(Consultant) Job Order Contracting Solution for this project, which includes Consultant's proprietary Simple bid(TM) JOC software applications (JOC Applications) and construction cost data (the Simple bid(TM) Book), which shall be used by the Contractor to prepare and submit Job Order Schedule of Values, subcontractor lists, and other requirements specified by the University. The Contractor shall be required to execute FOS of CannonDesign's End-User License Agreement (EULA). Proposal Security in the amount of $25,000 shall accompany each proposal. The surety issuing the Bid Bond shall be, on the proposal deadline, listed in the latest published State of California, Department of Insurance, list of "Insurers Admitted to Transact Surety Insurance in this State." All insurance policies required to be obtained by Proposer shall be subject to approval by University for form and substance. All such policies shall be issued by a company rated by Best as A- or better with a financial classification of VIII or better, or have equivalent ratings by Standard and Poor's or Moody's. The Certificate of Insurance shall be issued on the University's form. Prospective proposers desiring to be prequalified are informed that they will be subject to and must fully comply with all of the proposal conditions including 100% payment and 100% performance bonds. All information submitted for prequalification evaluation will be considered official information acquired in confidence, and the University will maintain its confidentiality to the extent permitted by law. Every effort will be made to ensure that all persons have equal access to contracts and other business opportunities with the University within the limits imposed by law or University policy. Each Proposer may be required to show evidence of its equal employment opportunity policy. The successful Proposer and its subcontractors will be required to follow the nondiscrimination requirements set forth in the Proposal Documents and to pay prevailing wage at the location of the work. In addition, the University is committed to promoting and increasing participation of small business enterprises (SBEs) and disabled veteran business enterprises (DVBEs) relating to all goods and services covered under the awarded agreement, subject to any and all applicable obligations under state and federal law, and University policies. The awarded contractor shall make best efforts to provide qualified SBEs and DVBEs with the maximum opportunity to participate. Please contact Brenda Medina, Director of Contracts for further information. The work described in the contract is a public work subject to section 1771 of the California Labor Code. No contractor or subcontractor, regardless of tier, may be listed on a Proposal for, or engage in the performance of, any portion of this project, unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 and 1771.1. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. The successful Bidder shall pay all persons providing construction services and/or any labor on site, including any University location, no less than the UC Fair Wage ($15 per hour) and shall comply with all applicable federal, state and local working condition requirements.
