Site work, paving and renovation of a mixed-use development in Oxnard, California. Completed plans call for the renovation of a educational facility; for site work for a educational facility; playground / park / athletic field; playground / park / athletic field; water / sewer project; road / highway; and for paving for a road / highway.
Hueneme Elementary School District ("District") is seeking sealed bids from qualified and experienced general contractors for the following public construction project ("Project"): Ansgar Larsen ES New Modular Classroom Building. The project includes, but is not limited to, full site preparation and foundation work to accommodate two pre-manufactured 72'-6" x 40'-0" TK modular classroom buildings, each equipped with accessible toilet rooms. The scope involves excavation, grading, building foundations, installation of underground utilities and connections to the new buildings, as well as fire alarm, communication, public address (PA), and data systems. Additional work includes signage, site flatwork, irrigation and landscaping, paving, striping, and the installation of a playground. Each bid must be submitted with bid security as described in the Instructions for Bidders. CONTRACTOR LICENSE: In order to bid on the Work, a contractor must have a CSLB-issued contractor license with the following classification(s):B - General Contractor License. CONTRACTOR PREQUALIFICATION: CONTRACTOR PREQUALIFICATION: Prequalification pursuant to Public Contract Code Section 20111.6 is required, each contractor having a class B license, or a license in any of the classes of mechanical, electrical and plumbing ("MEP") license categories as are described below, must be prequalified in order to bid on the Project. In addition, subcontractors having a license in any of those MEP license categories must be prequalified in order to be listed in any bid for the Project. In accordance with Section 20111.6: (i) the District will consider a bid from a contractor subject to the prequalification requirements only if the contractor has been prequalified by the District; and (ii) the District will consider a bid that lists any MEP subcontractor subject to the prequalification requirements only if all such MEP subcontractors listed in the bid have been prequalified by the District. The prequalification requirement applies to each MEP contractor with any of the following licenses: C-4 (boiler, hot water, and steam fitting); C-7 (low-voltage systems); C-10 (electrical); C-16 (fire protection); C-20 (HVAC); C-34 (pipeline); C-36 (plumbing); C-38 (refrigeration); C-42 (sanitation systems); C-43 (sheet metal); or C-46 (solar). Each contractor that desires to bid on the Project should ensure that its potential MEP subcontractors have been prequalified by the District. Contractors may download the prequalification questionnaire and instructions from online. The completed prequalification questionnaire and supporting documentation ("Prequalification Submittal") must be submitted online NO LATER than Tuesday, June 24, 2025 ("Prequalification Submittal Deadline"). The Approved List of Responsible Bidders will be made available (7) Seven days prior to bid date. AWARD OF CONTRACT: The award of the Contract will be based on the following method of determining the lowest bid including any allowances and/ or alternates. SOLE SOURCE ITEMS: The District Board has found that one or more particular materials, products, things, or services, as described in the Special Provisions, shall be designated by specific brand or trade name, or otherwise limited to one specific concern, as permitted by Public Contract Code Section 3400. SURETY BONDS: As described in the General Provisions, the successful bidder must provide a Performance Bond and a separate Payment Bond, each in an amount equal to 100% of the total Contract Price. LABOR LAW: The Project is a "public work" that is subject, among other provisions, to Labor Code Sections 1720 through 1861, inclusive. As described in the Instructions for Bidders, each contractor and subcontractor must be registered with the DIR in accordance with Labor Code Section 1725.5, and bidders must provide evidence of registration for themselves and their subcontractors. Each worker on the Project must be paid not less than the applicable Prevailing Wages. A copy of the applicable rates of Prevailing Wages will be on file and available for review at the Bidding Location, and a copy will be posted at the Project Site. The Project is subject to compliance monitoring and enforcement by the DIR. The successful bidder will be required to post all job-site notices required by DIR regulations and other applicable law. If so specified in the Special Provisions, the District will conduct a mandatory conference for the purpose of describing labor-law requirements. Substitution of securities in lieu of retention, pursuant to Public Contract Code Section 22300, will be permitted as provided in the General Provisions. As described in the Special Provisions, the District will withhold Retention in excess of five percent of each payment because the Project is substantially complex.
