Renovation of a municipal facility in Oxnard, California. Completed plans call for the renovation of a 9,900-square-foot, two-story above grade municipal facility.

The County of Ventura Harbor Department is seeking proposals from qualified low voltage contractors to provide full design, documentation, and installation services for the new Harbor Administration and Harbor Patrol facility located in Channel Islands Harbor, Oxnard, CA. The selected firm will coordinate with the existing project consultant team to deliver a complete low voltage systems package, including structured cabling, access control, wireless infrastructure, CCTV, audio/visual systems, and communications support. All low voltage plans must be permit-ready by late 2025. Low Voltage plans must be coordinated with existing architectural drawings and incorporated into the permit and construction bid set. This is a design-build scope; installation and system commissioning are included. All other questions may be directed to Danielle Tarr, Program Administrator, at (805) 973-5954, email: danielle.tarr@venturacounty.gov SCOPE OF WORK/REQUIREMENTS AND COMPENSATION The selected consultant shall provide full low voltage design, documentation, and installation services for the County's new Harbor Administration and Harbor Patrol facility. The consultant will be responsible for reviewing the current architectural and electrical plans and coordinating with the project team to deliver a complete low voltage systems package that meets the operational and safety needs of the facility. The scope includes, but is not limited to: o Structured cabling for data and telecom o Wireless access point layout and infrastructure o Access control systems (FOB/keyless entry) o Security camera and CCTV systems o Audio/visual systems for meeting and conference rooms o Harbor Patrol communications systems (e.g., marine radio, dispatch connectivity) o Server/IT room layout, conduit routing, and rack planning o Coordination with architect, electrical engineer, County IT, and Harbor Patrol o Procurement, installation, testing, and commissioning of all low voltage systems The Harbor currently uses the ProdataKey (PDK) access control system throughout the Harbor. Use of the same system is not required, but Offerors should evaluate compatibility or future integration and may propose alternatives with clear justification. The County will provide the full architectural plan set. The selected Offeror shall review these plans and provide recommendations and necessary adjustments to support a successful and fully integrated system. Final plans will be incorporated into the bid and permit set. The consultant must also participate in project meetings and coordinate implementation with County staff and consultants. The new two-story, approximately 9,900-square-foot facility will house Harbor Patrol operations, administrative offices, public service counters, meeting space, dispatch, and IT infrastructure. The low voltage systems will support the operational and public interface needs of the facility and must be designed to integrate with County IT and security systems.
