A total of 50 acres will be created, restored, or enhanced on site (the Mitigation Area; see Exhibit 2 in the HRMP [Attachment A]). The HRMP/NDPP were developed to fulfill a variety of mitigation measures and/or conditions required by the Final Environmental Impact Report - Amargosa Creek Improvement Project (City of Palmdale 1993), Supplemental Environmental Impact Report Upper Amargosa Creek Recharge Project (City of Palmdale 2018), and California Department of Fish and Wildlife (CDFW) Streambed Alteration Agreement (SAA) No. 1600-2014-0253-R5 (June 14, 2018). The HRMP/NDPP provide guidelines for preliminary mitigation tasks; initial Mitigation Area preparation and installation; long-term maintenance; biological monitoring; final program approval; and contingency measure implementation.
