Site work for a water / sewer project in Palmdale, California. Completed plans call for site work for a water / sewer project.
The work may consist of but is not limited to: will provide for restoration services for the installation and maintenance of the Habitat Restoration/Mitigation Program (HRMP) and the Native Desert Preservation Plan (NDPP) of transplanted Joshua trees [Yucca brevifolia]) for the Upper Amargosa Creek Recharge Project, located between North of Elizabeth Lake Road, from 0.5 mile west of 25th Street West and to 0.3 mile east of 25th Street West in Palmdale, California. A total of 50 acres will be created, restored, or enhanced on site (the Mitigation Area; see Exhibit 2 in the HRMP [Attachment A]). The HRMP/NDPP were developed to fulfill a variety of mitigation measures and/or conditions required by the Final Environmental Impact Report - Amargosa Creek Improvement Project (City of Palmdale 1993), Supplemental Environmental Impact Report Upper Amargosa Creek Recharge Project (City of Palmdale 2018), and California Department of Fish and Wildlife (CDFW) Streambed Alteration Agreement (SAA) No. 1600-2014-0253-R5 (June 14, 2018). The HRMP/NDPP provide guidelines for preliminary mitigation tasks; initial Mitigation Area preparation and installation; long-term maintenance; biological monitoring; final program approval; and contingency measure implementation. The work may consist of, but is not limited to: o Mobilization activities, including preparation of project work schedule; securing all required o approvals; designation of staging areas and access locations; installation of staking, fencing, and signage. o Initial non-native plant species and trash removal (one site-wide event). o Preliminary weed abatement period (one year). o Site preparation work, including soil treatments (including decompaction/scarification); o design/installation of temporary irrigation system; installation of erosion control measures. o Native container plants and cuttings growth and installation (Procure and Install) o Apply Native Seed Mixes (Including Hydroseeding and Hand-broadcast Seeding) o Design and Install Temporary Irrigation System o Post-installation habitat maintenance (five years). o Project area clean up, including temporary irrigation system removal. o Demobilize. The quantity of Work to be performed and materials to be furnished are approximations only, being given as a basis for the comparison of Bids. Actual quantities of Work to be performed may vary at the discretion of the City Engineer and/or his designee. The 5 year long term maintenance is post Installation and is paid under bid item 12. Bidders to estimate the frequency of maintenance for the 5 year maintenance period.
