The Town of Black Mountain is in the eastern portion of Buncombe County within the Swannanoa River Valley at an approximate elevation of 2,400 feet. The Town was incorporated in 1893. The current population is approximately 8,471. Black Mountain was originally known as Grey Eagle and later named for the range of mountains that border the Town to the north. At the time of incorporation, the Town of Black Mountain had become a major pathway for westbound immigrants, commercial trade, and the mountain railroad. This strategic location helped establish Black Mountain as one of the most prosperous and picturesque communities in the state. On September 27, 2024 the Town experienced catastrophic damage caused by Tropical Storm Helene. The community has made an incredible recovery, and the Town is eager to begin rebuilding public facilities with support from many funding agencies and partners. The primary source of funding for recovery is FEMA Public Assistance. All engineering and architectural costs will be covered through FEMA Public Assistance, therefore, any firm responding to this RFQ must be prepared to provide all required documentation and compliance necessary for review. This Request for Qualifications (RFQ) is being issued in accordance with North Carolina General Statute _143-64.31, which requires the selection of architectural, engineering, and surveying services to be based on demonstrated competence and qualifications for the type of professional services required, without regard to fee. The Town of Black Mountain will review the qualifications submitted in response to this RFQ and will select the firm(s) determined to be best qualified to provide the required services. Following the selection of the most qualified firm(s), the Town will negotiate a fair and reasonable fee for the scope of services required. This qualifications-based selection process ensures compliance with state procurement laws and promotes the selection of firms that possess the technical expertise and experience necessary to successfully complete municipal projects. A&E services are required but not limited to, for the following facilities in Black Mountain. The services required are related to FEMA-PA, therefore, the primary purpose is to determine the method of repair to restore the facility to pre-disaster conditions, provide cost-effective mitigation measures, or upon FEMA approval, designing remodels/additions or new construction of certain facilities.
