The Town of Black Mountain is seeking qualified firms to complete a lead service line inventory in compliance with the Lead and Copper Rule Revisions. The work includes performing soft digs (non-destructive excavation) to determine the material composition of water service lines. Approximately 3,136 service lines remain to be inventoried, focusing on those categorized as non-lead/unknown or unknown/unknown, with priority given to areas with the oldest lines. Tasks include: • Perform soft digs using vacuum excavation or hand tools at utility-designated sites. • Identify service line materials (e.g., lead, copper, galvanized, plastic) on both the public and private sides of the curb stop or meter. • Record GPS coordinates of each location. • Take labeled photographs of exposed lines. • Complete a standardized Service Line Material Observation Form and create & enter the data into a lead service line inventory document. • Restore each dig site to pre-existing condition. • Coordinate data management with staff and submit periodic progress summaries and a final report. Contractors must have a minimum of two years’ experience in utility soft digs or hydro/vacuum excavation, familiarity with service line identification and water infrastructure, OSHA-compliant safety protocols, a valid North Carolina contractor’s license, and proof of specified insurance coverage. All contractors and subcontractors must be eligible to receive federal funds and must not be debarred or suspended under SAM.gov.
