Demolition, site work and new construction of a bridge / tunnel in Black Mountain, North Carolina. Completed plans call for the demolition of a one-story above grade bridge / tunnel; and one-story above grade bridge / tunnel.
The work shall include, at a minimum: full demolition, removal, engineering, fabrication, and installation of two new golf cart/pedestrian bridges at Black Mountain Golf Club at Fairway - Hole 3 and Tee Box - Hole 5. The contractor shall remove existing bridge superstructures, including steel girders, decking, and nailers; remove concrete abutments and footings where compromised; manage debris in compliance with NCDEQ and federal disposal requirements; and maintain environmental controls during demolition. Contractor requirements include providing signed and sealed engineering drawings (structural, civil, and geotechnical components); incorporating FEMA Hazard Mitigation best practices for stream crossings; constructing new reinforced concrete abutments resistant to scour and overtopping; installing galvanized or weathering steel girders; installing a composite or pressure-treated decking system; installing safety railing meeting AASHTO pedestrian bridge standards; ensuring a minimum deck width suitable for one-way cart passage; adding scour countermeasures; stabilizing upstream/downstream channels; restoring cart path approaches; backfilling and stabilizing disturbed areas; grading cart paths to match surrounding areas; and permanent seeding and erosion control installation. At project closeout, the contractor must participate in the final inspection with Town staff, provide as-built drawings, material certifications, warranty documentation, and photo documentation per FEMA PA standards. The project is funded in part by FEMA Public Assistance and is therefore subject to all federal procurement and contracting requirements. Following Tropical Storm Helene, Avery Engineering conducted a structural assessment of the golf cart bridges at Holes 3 and 5. Findings include: Damage to decking boards, structural runners, and wearing surfaces Severe abutment failure at the Hole 5 bridge Distortion of steel girders at Hole 5 Scour and erosion undermining abutments at both structures All questions must be submitted in writing to: Jessica.trotman@tobm.org Questions due: December 16, 2025 Addenda will be issued in writing only.
