Remodeling of a municipal facility in Black Mountain, North Carolina. Completed plans call for the remodel of a one-story above grade municipal facility.

The Contractor shall furnish all labor, equipment, materials, transportation, and incidentals necessary to complete interior repairs at Town Hall to restore the facility to its pre-disaster design, function, and capacity (in-kind) and within the existing footprint. Work includes removal and replacement of commercial carpet and drywall and painting throughout multiple office spaces, with embedded mitigation for installation of vinyl plank flooring. All work must comply with Federal, State, and Local building codes, FEMA Public Assistance requirements, and any other applicable codes and standards. Bidders must: hold an active North Carolina General Contractor License (appropriate classification); provide proof of insurance for General Liability ($1,000,000 minimum) and Workers' Compensation (statutory requirements); provide proof of being bondable; have no active exclusions on SAM.gov; comply with 2 C.F.R. Part 200 procurement standards, FEMA Public Assistance Contract Provisions (Appendix II), Davis-Bacon Act requirements if later triggered, OSHA, NC Building Code, and all safety standards; and provide three references for comparable facility repair or municipal building work. Federal contract provisions apply, including requirements for Equal Employment Opportunity, Contract Work Hours and Safety Standards Act, Byrd Anti-Lobbying Amendment, Debarment & Suspension, Record Retention, and Access to Records for DHS/FEMA/OIG.
