Site work and new construction of a civil project in Ridgewood, New Jersey. Completed plans call for the construction of a water / sewer project; and for site work for a water / sewer project.
**As of August 20, 2025, the project was awarded to Bryant Contracting LLC, with an awarded amount of $5,933,933.04** The work shall include all of the equipment and material necessary to perform this task in accordance with the requirements of the Village of Ridgewood, New Jersey 07451 as needed and described in these specifications. The work generally consists of the installation of a new 12", 10", 8", and 6" raw water transmission main from Eder Well, Lakeview Well, Weisch Well, and Lafayette Well to the new Cedar Hill PFAS Treatment Facility (377 LF of 12" raw water main, 6,270 LF of 10" raw water main, 9,975 LF of 8" raw water main, and 191 LF of 6" raw water main). The contractual obligation of the Village of Ridgewood under this Contract for these items is contingent upon the availability of appropriated funds from which payment for this Contract can be made. Prices quoted must be net and exclusive of all Federal, State and Local Sales and Excise Taxes. Bids may be submitted prior to the bid opening in person or by mail, addressed to the Office of the Village Clerk. The Village assumes no responsibility for loss or non-delivery of any bid sent to it prior to the Bid opening. All bidders shall have paid for a Bid Packet and be listed on the plan holder list. Any award or awards may be made at a later or subsequent time or meeting of the Village Council. The successful bidder shall comply with all applicable provisions of the Prevailing Wage Act, as determined by the New Jersey Department of Labor. All contractors, their subcontractors, and material suppliers shall comply with all applicable provisions of the Public Works Contractor Registration Act, pursuant to Public Law 1999 Chapter 238 and the Contractor Business Registration Program, pursuant to Public Law 2004 Chapter 57. The successful bidder shall furnish and deliver to the Village of Ridgewood a performance and payment bond in the amount of 100 percent of the accepted bid amount as security for the faithful performance of the Contract. Additionally, the successful bidder shall furnish policies or Certificates of Insurance required by the Contract. In default thereof, said checks and/or bonds and the amount represented thereby shall be forfeited to the Village of Ridgewood as liquidated damages, not as a penalty. No bid will be received unless in writing on the forms furnished, and unless accompanied by bid security in the form of a bid bond, cashier's check, or a certified check made payable to Ridgewood Water in an amount equal to 10% of the amount of the total bid, but not exceeding $20,000. In Accordance with N.J.A.C. 7:22-3.17(g), all applicable surety bonds required in connection with the advertisement and award of building contracts or sub agreements must be written by a surety company listed on the Federal Treasury List (Department Circular 570 - Surety Companies Acceptable on Federal Bonds), incorporated herein by reference. Copies of this document may be obtained from the Department. Proposals submitted by Bidders and/or Bidder's Insurance Company(ies) not chartered in the State of New Jersey, must be accompanied by proper certificate(s) from the Secretary of State, indicating that such Bidders, Bidder's Insurance Company(ies), and/or Surety Company(ies) is (are) authorized to do business in the State of New Jersey. "BIDDERS ARE REQUIRED TO COMPLY WITH THE REQUIREMENTS OF P.L.1975, C. 127. (NJAC 17:27) regarding Affirmative Action, and Executive Order No. 11246 regarding equal employment opportunity, as amended". A complete statement as to these requirements is included in the specifications. The Contract is expected to be funded in part with the funds from the New Jersey Department of Environmental Protection and the New Jersey Environmental Infrastructure Trust. Neither the United States nor the State of New Jersey, the New Jersey Environmental Infrastructure Trust, nor any of their departments, agencies, or employees is, or will be, a party to the Contract or any lower tier contract or subcontract. The Contract or Subcontract will be subject to regulations contained in N.J.A.C. 7:22-3.1 et seq., 4.1 et seq., 5.1 et seq., 9.1 et seq. and 10 et seq., Local Public Contract, Department of Labor Current Wage Rate Determination, Prevailing Wage Act, Contract Work Hours and Safety Standard Act, Copland Act, Davis Bacon Act, Buy American Clause, Debarment and Suspension, and Socially and Economically Disadvantaged (SED) (N.A.J.C. 7:22-9). In accordance with the provisions of N.J.S.A. 58:11B-26, N.J.A.C. 7:22-3.17(a)24 and 4.17(a)24, the contractor (subcontractor) shall comply with all of the provisions of N.J.A.C. 7:22-9. The project sponsor has identified that the SED utilization goal for this project is 10 percent. Not less than 10 percent of the total amount of all contracts for building, materials or services for the project shall be awarded to small businesses owned and controlled by socially and economically disadvantaged individuals as defined in Section 637(a) and 637(d) of the Small Business Act (15 USC 637(a) and 637(d)), and any regulations promulgated thereto. Awards will be made only to socially and economically disadvantaged business concerns that are certified by the New Jersey Commerce, Economic Growth and Tourism Commission, the New Jersey Department of Transportation, the Port Authority of New York and New Jersey, New Jersey Transit or other agencies deemed appropriate by the Office as eligible minority businesses or female businesses. The invitation to bid is on an unrestricted basis whereby the successful bidder must fulfill the SED utilization requirements. Bidders are required to comply with the requirements of P.L. 1975, c.127. Bidders shall be required to comply with the SED utilization goals of this project as described in the Supplemental General Conditions Section, Item 5. Event Bid Description: Each bid must be enclosed in a sealed envelope with the name of the bidder thereon and endorsed, BID responding to BID NO. 2025-003- Raw Water Mains - Phase 1 - Contract No. 4 - Cedar Hill PFAS Treatment Facility, Do Not Open Until and must be accompanied by all required forms. All required forms are to be submitted on the forms attached to the bid documents. No other forms will be accepted. Doc note: Shipping charges are additional and variable depending upon the pick-up or delivery option selected by the purchaser. The printing cost is not refundable. Bid documents will be available electronically upon request for any Bidder who has purchased a hard copy set of the documents. Bid documents cannot be obtained at the Ridgewood Water or Mott MacDonald offices. Documents may be obtained on or after June 10, 2025. The Village of Ridgewood reserves the right to reject any or all bids, to waive any informality or to accept a bid which, in its judgment best serves the interest of the Village. No bids may be withdrawn for a period of sixty-days (60) after the date and time set for the opening of bids. The project sponsor has identified that the SED utilization goal for this project is 10 percent. Not less than 10 percent of the total amount of all contracts for building, materials or services for the project shall be awarded to small businesses owned and controlled by socially and economically disadvantaged individuals as defined in Section 637(a) and 637(d) of the Small Business Act (15 USC 637(a) and 637(d)), and any regulations promulgated thereto. Installation of 44,559 linear feet of raw water main of 6-inch, 8-inch, 10-inch, and 12-inch DIP to connect numerous wells to Ames (TP010030), Cedar Hill (TP005023), and Wortendyke (TP004012) treatment facilities. Ridgewood Water is currently working towards centralizing 31 treatment plants and their 52 groundwater wells to 12 centralized treatment plants. As part of these upgrades, raw water mains are required to connect numerous wells to the proposed centralized treatment plants. This permit includes the raw water mains to connect wells to the Ames, Cedar Hill, and Wortendyke TPs.
