Cooling Tower Structure Painting at Power Plant Roof Top 25-096-fm Question Deadline 08/04/2025 at 4:00 PM CT Questions due to Buyer via email: henry.kocker@dupagecounty.gov DuPage County Facilities Management ("County") is seeking a bidder to furnish and deliver all labor, materials, and equipment necessary to perform surface preparation and protective coating (painting) of steel structures on the roof top of the 410 Power Plant Cooling Tower Structure located at 410 North County Farm Road, Wheaton, IL. The awarded bidder shall adhere to all specifications outlined in the Scope of Work, including proper surface preparation, application of rust-inhibitive primer, and high-performance exterior-grade topcoat. As part of the bid submission, contractors shall provide a detailed proposal including descriptions of all products to be used, including manufacturer, product name, technical data sheets, safety data sheets, and application methods. No substitutions or deviations from specified requirements shall be accepted without prior written approval by the County. Surface Preparation _ All surfaces shall be free from dirt, oil, grease, salts, and other contaminants. Cleaning methods may include power washing, solvent cleaning, or other approved techniques in accordance with SSPC SP1 (Solvent Cleaning). _ Scaling rust, mill scale, and loose paint shall be removed through sanding, grinding, or power tool cleaning in accordance with SSPC-SP3 (Power Tool Cleaning). The surface shall be brought to a sound, stable condition free from loose material. _ Prepared surfaces shall exhibit a profile suitable for primer adhesion, consistent with the recommendations of the paint manufacturer. _ The County or its representative reserves the right to inspect all surfaces prior to the application of any coatings to ensure proper preparation. Primer Application All bare and cleaned steel surfaces shall be primed using a Rust-Inhibitive Exterior Grade Primer, suitable for structural steel in outdoor environments. The primer shall meet the following criteria: _ Be compatible with both the substrate and the topcoat system. _ Be applied in accordance with the manufacturer's recommendations regarding environmental conditions, surface temperature, and dry film thickness ("DFT"). _ Application methods may include brush, roller, or airless spray, provided it result in even coverage without runs or sags. Topcoat Application Bidder shall apply a High-Performance Exterior Grade Topcoat with the following properties: _ Formulated for superior resistance to ultraviolet light, moisture, temperature fluctuations, and environmental pollutants. _ Color to be specified by DuPage County or as directed in the project documentation. _ Applied in accordance with the manufacturer's specifications to achieve the recommended DFT. _ Multiple coats may be required depending on the product and desired finish.
