Disclaimer: IN ORDER FOR YOUR BID TO BE CONSIDERED A LEGAL BONAFIDE BIDDER ON THE PROJECT, DOCUMENTS MUST BE PURCHASED FROM REMINGTON, VERNICK ENGINEERS DIRECTLY The Borough of Pine Hill reserves the right to consider the bids for sixty (60) days after the receipt thereof, and further reserves the right to reject any or all bids, either in whole or in part and also to waive any informality in any and make such awards or take action as may be in the best interest of the Borough of Pine Hill, in accordance with applicable law. Bids must be on the bid form prepared by Remington and Vernick Engineers, in the manner designated therein and required by the specifications, must be enclosed in sealed envelopes bearing the name and address of the bidder on the outside and also bearing on the outside reference to the particular work bid upon. Each bid shall be accompanied by a certified check, cashier's check or bid bond duly executed by the bidder as principal and having as surety thereon a surety company approved by the Borough of Pine Hill in an amount not less than ten percent (10%) but in no case in excess of $20,000.00 of the amount bid. Any such bid bond shall be without endorsement or conditions. Bid shall also be accompanied by a certificate letter from a surety company stating that it will provide the bidder with the completion bond. The award of the contract shall be made subject to the necessary moneys to do the work being provided by the Borough of Pine Hill in a lawful manner. The contract to be executed by the successful bidder will provide that it shall not become effective until the necessary moneys to do the work have been provided by the Borough of Pine Hill in a lawful manner. The award shall further be subjected to the securing of necessary State, Federal or Local permits governing the work. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq., N.J.A.C. 17:27 (Affirmative Action), N.J.S.A. 34:11-56.25 et seq.(New Jersey Prevailing Wage Act), and Americans with Disabilities Act of 1990 (42 U.S.C. S12101, et seq.). The contractor is further notified that he must comply with N.J.S.A. 52:25-24.2, and submit a Disclosure Statement listing stockholders with his bid. The contractor is further notified that he must comply with N.J.S.A. 34:11-56.48 et seq. Public Works Contractor Registration Act and he and any subcontractors must be registered in accordance with the act. The contractor is also further notified that he must comply with N.J.S.A. 52:32-44 and submit proof of business registration and submit proof of business registration for any named subcontractors in accordance with the act. Note* NO BIDS ARE TO BE PICKED UP AT THE ENGINEER'S OFFICE OR AT THE MUNICIPALITY OFFICES. PAYMENT MUST BE RECEIVED PRIOR TO OBTAINING SAID SPECIFICATIONS. NO BIDS ARE TO BE DROPPED OFF AT THE ENGINEER'S OFFICE. MBE (19%), WBE (6.9%) Base Bid: The contractor shall take extreme care when working in the vicinity ofunderground utilities. Particular care shall be taken when completing excavation, backfdl, and compaction in the vicinity of the existing ACP water pipes and VCP sewer pipes. Additionally, the Pine Hill MUA has stated that vibratory rollers should not be utilized on the project due to the condition ofthe existing water and sewer mains. Therefore, the contractor shall implement static rolling equipment and a rolling program that effectively compacts the hot mix asphalt to the required density without damaging the existing 2. Removal and replacement of existing driveway, as shown on plans. 1. Installation of ADA-compliant curb ramp. This shall include Concrete Sidewalk, 4" Thick and 9"xl8" Concrete Vertical Curb installation. . 1. Base Bid shall consist ofmilling 3" or less ofthe existing roadway surface. Hot mix asphalt pavement repair, if & where directed in the field. Overlay the roadway with 3" thick Hot Mix Asphalt 9.5M64 Surface Course. 2. Removal and replacement of concrete vertical curb, asphalt curb, sidewalk, and driveway aprons as shown on the plans. 3. Reset manholes and vent/valve boxes to the proposed grade. 4. Contractor shall relocate existing fire hydrant. All labor, installation and coordination costs shall be included in the price for "Relocate Fire Hydrant" pay item. All materials deemed necessary for the removal and replacement ofthe Fire Hydrant shall be provided by the Pine Hill MUA. Proposed hydrant location shall be confirmed in the field approved by the borough MUA, and resident engineer. 5. Installation ofADA-compliant curb ramps. 6. Payment for the removal of debris, vegetation, brush, and trees as required for the roadway work, shall be paid, and provided under the various items of the project. Payment for the resetting of all mailboxes and street signs, as indicated or as required, shall be paid, and provided under the various items ofthe project. 7. Installation oftraffic striping as detailed on the plans. 8. Replacement of existing regulatory signs as indicated on the plans. 9. The contractor is required to provide a traffic control plan as part ofthe bid package taking into account expected traffic measures that will be required during construction. The plan shall be reviewed and approved by the Borough ofPine Hill Police Department. The traffic control plan shall conform to the latest MUTCD and NJDOT Standards. Separate payment will not be made for preparing or implementing the traffic control and staging plan, however, the cost shall be included in the price bid for the various items in the proposal. 10. Tree trimming if necessary to operate required machinery. Separate payment for tree trimming will not be made however; all costs associated shall be included in the price bid for the various items ofthe project. 11. Topsoil, fertilizer, and seed will be placed in all disturbed areas. Area affected by the proposed work will be regraded. Topsoil shall conform to the Standards of Section 804, herein, or better. 12. All related incidental work, including earthwork, traffic control, dust control, soil erosion, and sediment control, cleaning, and restoration, as necessary.
