As of July 28, 2025, project was awarded to Ray Hensley Inc., awarded amount is $98,825.20. For furnishing all labor, material, and equipment for Newberry Township's 2025 Chip Seal Program Said bids shall be on a unit price basis and shall be in writing on proposal blanks furnished by the Board of Newberry Township Trustees. The minimum wage to be paid any and all classes of labor employed on this contract shall conform to the Prevailing Wage Rates on Public Improvements as determined by the Department of Industrial Relations in accordance with Section 4115, Ohio Revised Code. Pursuant to Section 153.54 of the Ohio Revised Code, the bidder shall submit a BID GUARANTY as a guarantee that the bidder, if successful, will enter into a contract with the Board of Newberry Township Trustees. The BID GUARANTY shall be in the form of either: 1. A bond in accordance with Section 153.54 (B) of the Ohio Revised Code for the full amount of the bid, or 2. A certified check, cashier's check, or letter of credit (Chapter 1305 Ohio Revised Code) in accordance with Section 153.54 (C) of the Ohio Revised Code in an amount equal to 10% of the bid The Board of Newberry Township Trustees reserve the right to reject any or all bids, to waive any irregularities in the bids when to the advantage of the township and to select the lowest and best bid in their judgment. The engineer's estimate for this project is $118,700.00. The Township intends and requires that this project be completed August 30, 2025. This work shall consist of furnishing all materials, equipment, labor and preparation necessary to apply a single chip seal in accordance with these specifications and ODOT specifications Item 422. The roads to be included in this work are as follows: 1. McMaken Road (TR91) - 2.621 miles - USR36 to SR185 #8 Stone - 25#/SY and MC-3000 - 0.40 gal/SY 2. Newberry-Washington Road (TR105) - 1.997 miles - Brown to Piqua-Clayton #8 Stone - 25#/SY and MC-3000 - 0.40 gal/SY 1. All materials furnished and work performed for chip seal shall conform to the current State of Ohio Department of Transportation Construction and Material Specifications for Item 422 Chip Seal, unless modified by the Township or these specifications. 2. Use distributors designed, equipped, maintained, and operated to apply asphalt material at the specified rate per square yard (square meter) with uniform pressure over the required width of application. Ensure that the distributor includes a tachometer, pressure gauges, accurate volume measuring devices, or a calibrated tank. Mount an accurate thermometer with a range covering the specified application temperature for asphalt material at approximately center height of the tank with the stem extending into the asphalt material. Ensure that the distributor has a full circulating system with a spray bar that is adjustable laterally and vertically. Ensure that the spray bar will maintain a constant height above the pavement under variable load conditions. Supply each distributor with suitable charts showing truck and pump speeds and other pertinent application data necessary to obtain the required results. 3. Cover aggregate shall be placed immediately following applications of the asphalt material using a self-propelled chip spreader to ensure even distribution at the desired application rate. 4. Cover aggregate shall be set using a pneumatic roller of not less than seven tons immediately following application. Perform a minimum of two complete roller passes over the aggregate. On roads receiving an application of #67 stones, contractor shal use steel drum rollers for the first pass and a pneumatic roller on the second pass. 5. After rolling, protect the surface from traffic damage during the period required for the binder to cure sufficiently and prevent dislodging of the aggregate particles by normal traffic. 6. Do not place material if the pavement surface is wet or rain is forecasted within 24 hours of placement. 7. Do not place material if the ambient or pavement surface temperatures are less than 60_F and falling or greater than 90_F and rising. Suspend chip sealing operations if the pavement surface temperature exceeds 140_F. 8. Excess aggregate shall be swept from the roadway and adjacent areas not less than one (1) week after application of chip seal. Adjustments to this time shall be made at the direction of the Newberry Township Trustees to avoid pulling material up due to weather and temperatures. 9. The initial preparation (clipping and/or sweeping) of the roads to be resurfaced wi l be completed by the Township. Any additional preparation will be the responsibility of the contractor at his own expense. B. NEWBERRY-WASHINGTON ROAD PATCH REPAIR AREA This work shall consist of furnishing all materials, equipment, labor and preparation necessary to apply a single chip seal interlayer in accordance with these specifications and ODOT specifications Item 422. The road to be included in this work is as follows: 1. Newberry-Washington Road (TR105) - approximately 550 feet area - between USR36 and Piqua-Clayton #67 Stone - 38#/SY and MC-3000 - 0.60 gal/SY 1. All above-listed provisions of chip seal apply to this application. 2. The intent of this application is to provide additional strength to the 4' x 550' area on Newberry-Washington's center line as marked on the road. 3. This patch repair area will be completed prior to applying the entire road with the single chip seal therefore creating a "double chip seal" over the 4' x 550' area. C. 1. 2. GENERAL PROVISIONS Traffic shall be maintained at all times to the satisfaction of the Newberry Township Trustees. The item of maintaining traffic shall be in accordance with the Ohio Manual of Uniform Traffic Control Devices (OMUTCD) and include the furnishing of lights, signs, barricades, and flagmen equipped with "Walkie-Talkie" radio gear that wi l insure constant communication between the flagmen at all times in order to provide unimpeded flow of traffic twenty-four (24) hours daily, and this item shall be included in the bid price per square yard for the chip seal items. No work shall be done between 6:00 p.m. Friday and 6:00 a.m. Monday, unless otherwise authorized by the Newberry Township Trustees. All work done under these specifications shall be under the supervision of the Newberry Township Trustees, acting either directly or through their properly authorized agent. 3. 4. 5. 6. 7. 8. The bidder shall bid a unit price per square yard for furnishing, applying, and rolling the single chip seal surface. No additional claim(s) shall be made without first obtaining a written order from the Newberry Township Trustees authorizing additional work. Contractor shall furnish all material tickets to verify quantities used in performance of this contract. Payment for the work required for completion of this project shall be made for actual quantities of material placed in accordance with these specifications and after inspection and final approval of the Newberry Township Trustees. Payment will be made on the basis of the unit price bid, as adjusted per these specifications, for all quantities in place up to 90% of the total estimated quantity. Payment to the contractor shall be made within 30 days after the request for payment has been approved by the Newberry Township Trustees. The amount retained shall be paid to the contractor within 30 days after final approval of the entire project by the Newberry Township Trustees. All contractors employed upon the work shall and will be required to conform to all labor laws of the State of Ohio and to all other laws, ordinances, and legal requirements applicable thereto. The minimum wage to be paid any and all classes of labor employed on this contract shall conform with the Prevailing Wage Rates on Public Improvements as determined by the Department of Industrial Relations in accordance with Ohio Revised Code Chapter 4115. Item 401.20 shall not be applicable for this project nor will any price adjustments be made to compensate for the price volatility of fuel, steel, emulsion, or other construction materials and/or services. Prior to commencing work on this project, the successful bidder shall schedule a preconstruction conference with the Newberry Township Trustees. This meeting will be held at the Township's convenience at the Newberry Township Trustees office at 7835 Ingle Road, Covington, Ohio.
