Site work, new construction and renovation of a water / sewer project in West Haven, Connecticut. Completed plans call for the construction of a water / sewer project; for the renovation of a water / sewer project; and for site work for a water / sewer project.

The work of this Contract includes furnishing all labor, materials, equipment, and incidentals required to demolish and replace two wastewater pumping facilities and construct one new public restroom facility. This Contract also includes work to perform improvements to the plumbing, HVAC, electrical, and instrumentation systems of the stations as well as miscellaneous civil and site work and all surface restoration and miscellaneous work and cleanup to complete the work. Bidders can also request documents to be mailed for an additional cost, which will also be provided by Joseph Merritt & Company. Contract documents purchased are not returnable and are non-refundable. Contract Documents will also be made available online. Drawings and Specifications will be available to view and obtain. To obtain , you must register for an account. Registering or purchasing a hard copy of the Contract Documents or obtaining a digital copy will place you on the plan holder's list to receive Addendums when issued. It is the sole responsibility of the contractor, subcontractor, vendor and any and all interested parties submitting bids to review all Addendums at online. Contract Documents are also available for examination at the City Engineer's Office, Third Floor, City Hall, West Haven, Connecticut, between the hours of 9:30 AM and 4:30 PM daily, except Saturdays, Sundays, and holidays. Failure to comply with the requirements of this paragraph may be deemed to render a proposal non-responsive. Each Bid shall be submitted in accordance with the Instructions to Bidders and shall be accompanied by a Bid Security in the amount of five percent of the Bid. Bidders may not withdraw their Bids for a period of 120 days, excluding Saturdays, Sundays, and legal holidays after the actual date of the opening of the Bids. The Successful Bidder must furnish a 100 percent Performance Bond and a 100 percent Payment Bond with a surety company acceptable to the Owner. Complete instructions for filing Bids are included in the Instructions to Bidders. The Owner reserves the right to waive any informality in or to reject any or all Bids if deemed to be in its best interest. The Contract Time shall commence 20 days following the Effective Date of the Agreement and the Contractor shall fully complete the Work within 540 Calendar Days and in accordance with the terms as stated in the Agreement. Any contract or contracts awarded under this invitation for bids are expected to be funded in part by the State of Connecticut, Department of Environmental Protection. Neither the State of Connecticut nor any of its departments, agencies or employees is or will be a party to this invitation for bids or any resulting contract. The procurement will be subject to the requirements contained in Section 22a-482(h), (j) and (o) of the Regulations of Connecticut State Agencies. Minority Business Enterprise (MBE) and Women's Business Enterprise (WBE) policies of the State of Connecticut are applicable to this Contract. The requirement for MBE/WBE Subcontractor participation, expressed as a percentage of the total contract amount, shall be a minimum of 8.0 percent with the following makeup, MBE 3.0 percent and WBE 5.0 percent. Failure to meet or failure exceed the required percentages shall render a bid non-responsive and cause the rejection of the Bid. The Clean Water Fund Memorandum dated June 19, 2019 must be completed and submitted with the Bid, or that Bid will be deemed nonresponsive. Wage rates for this Project are subject to the minimum wage rates as per State of Connecticut Labor Department "Prevailing Wage Rates" and Federal Davis-Bacon Act.
