Renovation of a municipal facility in West Haven, Connecticut. Completed plans call for the renovation of a municipal facility.
All questions regarding this request for proposal should be directed by email to Kathy Chambers, Senior Buyer Procurement Analyst, City of West Haven, at kchambers@westhaven-ct.gov. The City of West Haven (here after referred to as the City) is seeking proposals for the design/build services, for the upgrade of two air handling units, two outdoor compressor units, dampers, refrigerant lines, and associated HVAC/electrical appurtenances at the City of West Haven Animal Shelter, 7 Collis St, in West Haven, CT. The City of West Haven currently owns the 7 Collis St facility, which needs a HVAC upgrade. The interested parties can assess the air handler's, condensing units, and associated equipment during the mandatory site visit to determine the existing size/capacities of the equipment. In addition, the contractor will be required to determine their required means/methods to remove existing and installing new. This is a design / build project, and the successful design-build contractor shall design, build, and commission a "turnkey" HVAC replacement project and include the costs required for the "turnkey" solution. Each Bidder shall accompany the proposal with a bid guarantee in the form of Cashier's Check, or a Certified Check payable to the City of West Haven, or a Bid Bond secured by a guaranteed company or surety company licensed to operate in the State of Connecticut in the amount of 5% of the Bid. (See Attached). The bid guarantees of the unsuccessful Bidders shall be returned as soon as practicable. Attorneys-in-fact who sign bid bonds or contract bonds must file with each bond a certified and effectively dated copy of their Power of Attorney. Unless specifically waved in the Proposal, upon execution of the Contract, the successful Respondent shall furnish the City with a surety bond or bonds equal to the sum of 100 percent of the Contract amount. If a bond is used, it shall meet the following requirements: 1. The form of the bond(s) shall be acceptable to the City (See attached), and 2. The bonding company issuing the bond(s) shall be licensed to transact business in the State of Connecticut, and 3. The bonding company issuing the bond(s) shall be listed on the current list of "Companies Holding Certificates of Authority as Acceptable Sureties on Federal Bonds and as Acceptable Reinsuring Companies," as published by the United States Department of the Treasury, Fiscal Service, Circular 570. The Bonds shall guarantee the execution, faithful performance, and completion of the work to be done under the Contract, and payment in full of all bills and accounts for materials and labor used in the work. In the event the surety or bonding company fails or becomes financially insolvent, the Contractor shall file a new bond(s) in the amount designated by the City, within 30 calendar days of such failure or insolvency. Each bond shall clearly state the rate of premium, and the total amount of premium charged. The current power of attorney for the person who signs for the surety company must be attached to the bond. The effective date of the power of attorney shall not precede the date of the bond. The effective date of the bond shall be on or after the execution date of the contract. Failure by the successful Responder to obtain the required assurance of completion within the time specified, or within such extended period as the municipality may grant based upon reasons determined adequate by the municipality, shall render the Respondent ineligible for award. The municipality may then either award the contract to the next responsible Respondent or solicit new RFPs. Existing equipment consists of the following: 1. Large Air Handling Unit - 27" High X 44" Wide X 95" Long a. Trane MCC006, 4 modules (mixing box/filter, small coil, supply fan; serial numbers K94D29560 through K94D29563) b. One (1) 3,400 CFM AHU with a 10-ton DX cooling coil. c. Electrical feed from Panel B, Circuits 26/28/30 (30A/3P breaker), via local 30A disconnect switch. 2. Small Air Handling Unit - 23.25" High X 21.5" Wide X 43" Long a. Trane TWE036C140A0, 1/2 HP Supply Fan motor, 208/1; unit manufactured 05/1994. b. One (1) 1,000 CFM AHU with a 3-ton DX cooling coil. c. Electrical feed from Panel B, Circuits 4/6 (15A/2P breaker), via local 30A disconnect switch. 3. Large Condensing Unit a. Trane model TTA120B300BA; 208/3 b. One (1) 10-ton condensing unit. c. Electrical feed from Panel B, Circuits 17/19/21 (60A/3P breaker), via local 60A disconnect switch. 4. Small Condensing Unit a. Guardian model GAW14L36C23SA 208/1 b. One (1) 3-ton condensing unit. c. Electrical feed from Panel B, Circuits 7/9 (40A/2P breaker), via local 60A disconnect switch. 5. Additional controls, electrical equipment/connections, and appurtenances which support the operations of air handling and condensing unit. The work will include the design and installation of new HVAC and involves the following: 1. The boiler system, including all heating water piping to within 3 feet of both air-handling units shall be existing to remain. a) Heating water piping disconnection/re-connection to heating coil shall be performed, including new piping required to facilitate connection of existing piping to new coil shall be included. 2. Large Air-Handler Unit a) Renovate and repair the module components of the unit, while reusing the existing casing. b) Hydronic heating coil, control valve, any piping or accessories that are beyond use c) DX cooling coil, expansion valve, and piping/accessories. d) Supply fan and motor, plus all vibration isolators e) HVAC control actuators, dampers, valves, and sensors and connect them into existing Building Automation System (BAS) 3. Small Air-Handler Unit a) Complete in-kind replacement. Coordinate the dimensions of new with hatch dimensions. 4. Large Outdoor DX Condensing Unit a) Complete in-kind replacement, including disconnect/removal of existing concrete pad, and installation of new concrete pad. 5. Small Outdoor DX Condensing Unit a) Complete in-kind replacement, including disconnect/removal of existing concrete pad, and installation of new concrete pad. 6. Refrigerant lines and HVAC appurtenances a) Complete in-kind replacement, including insulation for all new lines. 7. Ductwork mods as required to facilitate installation, including local cleaning of ductwork and new insulation. 8. Replace dampers, actuators, controls and appurtenances. Provide full control functionality, including outside air operations to permit economizer operations. 9. Electrical a) Disconnection/extension/reconnection of required electrical circuits for air handling units. b) Disconnection/extension/reconnection of required electrical circuits, including replacement of outdoor dx compressor disconnects. c) Furnish and install weatherproof, GFCI, Duplex receptacle, with while in use cover, including branch circuiting and appurtenances, within 10 feet of exterior compressors. 10. Prepare all permitting documents and acquire all permits required for construction. 11. Construct an approved construction plan that will conform to building and fire codes 12. Conduct startup, balance, and commissioning of new system. 13. Conduct onsite training with City's operations staff 14. Provide the City with O&M Manuals and Certificates of Equipment/Craftsmanship Warranties on a USB and hard copies
