Renovation of a multi-residential development in Rosebud, South Dakota. Completed plans call for the renovation of a multi-residential development.
The Rosebud Sioux Tribe will be accepting sealed bids to perform Repairs/Renovations for nineteen (19) homes identified for Category B Repairs/Renovations under the Rosebud Sioux Tribe Indian Housing Improvement Program (HIP). The homes are located throughout the Rosebud Indian Reservation. The selected contractor shall provide full-service coordination for Repairs/Renovations compliant with the International Residential Code in conjunction with the U.S. Department of the Interior, Bureau of Indian Affairs (BIA) standards. The contractor shall act in cooperation with the Rosebud Sioux Tribe President's Office to ensure the successful completion of the HIP Category B Repairs/Renovation scope of work. Successful bidders shall obtain or have a valid RST Business License. Each licensee shall comply with all applicable tribal laws, including but not limited to: tax and revenue laws, Indian employment and contracting preference laws, (TECRO Ordinance), health and sanitation laws, and consumer protection laws. The Tribe may, but need not, notify each licensee by regular mail any additional tribal laws with which the licensee must comply as such laws are enacted by the RST Tribal Council. RST Law and Order Code 16-1-206. Each licensee consents to the jurisdiction of the Rosebud Sioux Tribal Court as to any cause of action arising in connection with the transaction of any business with the Reservation, or to any tortious acts committed in connection with the transaction of any business within the Reservation. Each licensee consents to the service of process of the Tribal Court with respect to all actions over which the Tribal Court has subject matter jurisdiction, in accordance with the Rules of Procedure of the Tribal Court. RST Law and Order Code 16-1-206 Title VI of the Civil Rights Act of 1964 shall apply to the selection process. The Rosebud Sioux Tribe has and retains the right to reject any and all bids, waive informalities, or accept any bid or combination thereof which appears to serve the best interests of the Rosebud Sioux Tribe. Award of the project will be subject to the Rosebud Sioux Tribe regulatory requirements. Bidders must provide any and all information and background concerning Federal suspension and debarment certification. Successful bidders shall provide proof of active registration in the federal System for Award Management (SAM.gov) and documentation of suspension and debarment certification. TECRO Ordinance 86-03 for Indian Preference in the selection process is applicable. Contact RST TECRO at (605) 747-2322, Monday through Friday, 8:00 AM- 5:00 PM. Contractors are required to pay 4.5% TECRO Fees on the value of the contract. A Tribal Business License is required before work may commence. Contact the RST Revenue Office at (605) 747-5045 for more information. RST Drug and Alcohol-Free Workplace Policy applies. Insurance and Bonding Requirements: All bidders must provide a 5% Bid Bond with their proposal. The selected contractor will be required to furnish both a 100% Performance Bond and a 100% Payment Bond prior to contract execution. Proof of insurance is also required, including Commercial General Liability ($1M per occurrence), Auto Liability ($1M), and Workers' Compensation as required by law. The Rosebud Sioux Tribe must be named as an additional insured. Failure to mark the front of the envelope shall result in a no bid and will be returned to the sender unopened.
