East Shore Road Culvert Installation Services The Board reserves the right to reject or accept any bid or all bids or to waive irregularities and to accept any bid that, in the opinion of the Board, is to the best interest and advantage of the County of Gogebic. DESCRIPTION OF WORK A) East Shore Road Culverts ES-1 through ES-10 per MDOT 2020 Standard Specifications for Construction except as modified herein Culvert Bedding Stone, Special MDOT 6A stone (or GCRC approved equal) beneath culvert to provide a stable base. The work shal consist of furnishing and insta ling the material per the Drawings. Measurement and payment by the cubic yard insta led. Embankment, CIP, Special See Section 205 of the Standard Specifications. Embankment sha l be native material from the trench that meets the MDOT definition of Sound Earth. The work sha l consist of constructing Embankment and compacting in place in 12 inch layers to at least 95% of its maximum unit weight as described in the Standard Specifications. Match existing roadway foreslopes. Measurement and Payment of this item shall be 1 Lump Sum. Embankment, LM, Modified The use of this item shall be as directed by the Engineer when existing trench material (Embankment, CIP, Special) is deemed unsuitable by Engineer to be used as backfill. Loose measurements sha l be measured in the hauling vehicle at the point of delivery. Misce laneous quantity for this item is planned for at each culvert site. Payment for this CY item sha l also include the disposal of Unsuitable Material excavated from the trench. Dispose of materials not incorporated into the new work in accordance with subsection 205.03.P. of the MDOT Standard Specifications for Construction. Excavation, Earth, Special See Section 205 of the Standard Specifications. Contractor sha l remove excavated material from roadway and trench. Material sha l be stockpiled in suitable location(s) along the roadway (within the road closure area) or off site. Contractor sha l take measures to not contaminate embankment material with organics or other foreign material. Contractor sha l be responsible for protecting embankment from the elements (moisture) to preserve the existing material for embankment. Al unsuitable material sha l be disposed of by Contractor as directed by Engineer. Dispose of materials not incorporated into the new work in accordance with subsection 205.03.P. of the MDOT Standard Specifications for Construction. Measurement and Payment of this item shall be 1 Lump Sum. Maintenance Gravel, LM See Section 306 of the Standard Specifications, except as modified herein. Insta l 3 inches of Maintenance Gravel from shoulder hinge point to shoulder hinge point, along the culvert trench. To a low for smooth travel across the gravel patches before the HMA paving occurs. Maintenance Gravel may be re-used as shoulder gravel. Culvert Joint Tie Assemblies Per Special Provision for Culvert Joint Tie Assemblies (20CF401(A160)). Insta l two joint tie assemblies for the exterior two joints of the culvert at 10:00 and 2:00 O'clock at the culvert joints. Two Assemblies per joint x 2 joints x 2 sides (upstream and downstream) = 8 total Culvert Joint Tie Assemblies per concrete culvert run. HMA, 4EL The work shal consist of HMA, 4EL as shown in the typical sections and per the 2020 MDOT Standard Specifications. The work shal begin at Station 0+00 and run the entire length of the project. The work shal be completed in accordance with section 501 of the Standard Specifications for Construction. Refer to Special provision for Local Paving Project as attached. 1. For mainline paving projects - HMA application rate sha l be two lifts at 165#/syd each (330# per syd total) paid by tons. 2. For overlay projects - HMA application rate sha l be single lift at 220#/syd total paid by tons. 3. Performance Grade Asphalt shal be PG 58-28 4. Air Voids per MDOT Special Provision for Local Agency Projects 20SP-501I-01. Riprap, Heavy See Section 813 of the Standard Specifications, except as modified herein. Riprap material from the owner supplied sources is available. Contractor is responsible for the applicable geofabric, loading and hauling the riprap to the site, and the insta lation work. If Contractor supplied riprap material is used, no change to standard MDOT item. Erosion Control The work shall consist of implementation of erosion control as needed, which includes, placement of silt fence. See plans for approximate silt fence locations and quantity. Measurement and Payment of this item shall be 1 Lump Sum for each culvert location. Traffic Control Traffic Control sha l include the fo lowing per the Standard Specifications: Maintaining Traffic, Minor Traf Devices, Traffic Regulator Control, barrels, barricades, and signage per Section 812. Contractor sha l keep local homeowners updated on the project schedule as it progresses. The contractor sha l always maintain reasonable access to a l businesses and residences within the Construction Influence Area (CIA). Contractor sha l maintain vehicular access to / from residents within the CIA either to the east or the west along East Shore Road throughout the project. Work may not start on a culvert until vehicular traffic may cross adjacent culvert crossings within the CIA. No work, except emergency work, nor lane closures wil be a lowed for the fo lowing Holiday time periods: _ Labor Day: 3:00 pm, Friday, 8/29/2025 to 6:00 am, Tuesday 9/2/2025 Culverts ES-1 through ES-5: East Shore Road may be fu ly closed to traffic at one culvert location at a time. Roadway must be open to traffic on days that the contractor is not working (weekends or multiple day away from the project) by removing the barricades from East Shore Road and applying Maintenance Gravel at a l culvert crossings that have not been paved. The detour signage along M-64, US-2 and Stagecoach Road may remain up over the weekend, if work wi l resume within 3 calendar days. Detour signage sha l be insta led for traffic to use Stagecoach Road to bypass the work zone on post driven posts per MDOT Permit. Culverts ES-6 through ES-10: East Shore Road shal be always maintained with one lane traffic with Traffic Regulator Control, Automated Flagger Assistance Devices, or Portable Traffic Signals per the current MUTCD. Culverts patches sha l have one lane access available using Traffic Regulator Control during patch preparation and HMA paving operations. Contractor is responsible for the safety of the construction sites. Any trench opening or other hazards left open or unattended after normal working hours sha l be fenced and protected. Measurement and Payment of this item shall be 1 Lump Sum for each culvert location. Slope Restoration The work shall consist of restoring areas disturbed by the Contractor outside of the Riprap restoration areas with topsoil (furnished or salvaged), fertilizer, seed and mulch per Section 816 of the Standard Specifications. Measurement and Payment of this item shall be 1 Lump Sum for each culvert location. 4. PROGRESS CLAUSE Start work within ten (10) days after receiving notice of award of the contract or on or before the date designated as the starting date in the Detailed Progress Schedule. In no case, sha l any work be commenced prior to receipt of formal notice of award by the department. The approved low bidder(s) for the work covered by this proposal wi l be required to participate in a pre-construction meeting with local agency owner to work out a detailed progress schedule. The Gogebic County Road Commission wil arrange the time and place for the meeting. Additional contract Progress Schedule requirements are as fo lows: A. Final completion: on or before 10/24/2025 Liquidated damages wi l be assessed at a rate of $800 per Calendar Day if the above detailed milestones are not met.
