Site work and paving for a road / highway in Sioux City, Iowa. Conceptual plans call for site work for a road / highway; and for paving for a road / highway.

The Boys and Girls Home at 2101 Court Street is in the process of relocating to a new campus in the Indian Hills area and the organization is interested in finding a developer for the existing site. Staff has worked with several developers, but the existing building and site will be challenging due to its large size without significant City assistance. The building was originally constructed as St. Joseph Hospital, and was built in two phases, an early 1900's facility and a major 1950's addition. The older portion of the building has not been occupied for some time and will likely need to be demolished. The 1950's addition is occupied and currently used by the Boys & Girls Home. A developer has expressed interest in rehabilitating the newer portion into some form of residential development. Additionally, the 14-acre site included with the property presents an opportunity for new construction of single- or multifamily housing. The adjacent Court Street commercial area is in a blighted condition, and may include potential commercial redevelopment along Court Street and provide additional public greenspace within the neighborhood. Staff continues to work with interested developers. The City has received Federal EPA funding to complete Phase I and Phase II Environmental Site Assessments to evaluate for existing environmental issues. The City also received EPA funding to complete a site reuse assessment and site reuse vision plan. The plan includes the 1950's portion of the building being rehabilitated, and all other ancillary structures being demolished and replaced with new townhomes, row houses, potential commercial, and greenspace. Staff believes a significant investment by the City will be necessary to participate in the redevelopment to make any project feasible. Remediation of the structures on the property is necessary prior to any demolition or redevelopment. In addition, the cost to construct new utilities and streets is estimated at $5 million. Staff will work with the current owner and potential developers to identify grant/tax credit programs to assist with redevelopment. The site is not currently located in an urban renewal area or tax increment financing district, and to generate City funding for such projects, an TIF district would likely need to be created or expanded. The amount, timing and funding mix will depend on projects negotiated and development agreements as approved by the City Council. This project is included in the City's 2025-2030 Capital Improvement Program (CIP). As of July 14, 2025, further details regarding construction and completion timelines have not been identified. *Project information has been obtained through a public capital improvement plan (CIP).
