Site work, new construction and renovation of a transportation facility in Sioux City, Iowa. Conceptual plans call for the construction of a transportation facility; for site work for a transportation facility; and for the renovation of a transportation facility.

This project will provide resources to design and construct an airport hangar and related office facilities which will be leased by Oracle Aviation. Through a partnership with Morningside University, Oracle will establish an aviation center which will offer a bachelor's degree in aviation-related fields. Oracle will also establish an FBO at the facility. The Sioux Gateway Airport is an asset in our community which is currently underutilized and provides opportunities for industrial and aviation related development. Business expansions in this area will increase activity and revenue to the airport and provide multiple benefits to the airport and the community. The establishment of the aviation center will dramatically increase operations at the airport, provide additional revenue to the airport, and stabilize the future of the FAA tower. The FAA tower is key to retaining and expanding the presence of the 185th Air National Guard wing. The City Council approved a development and lease agreement with Oracle Aviation which provides substantial lease revenue and a reasonable payback to the City. The funds requested will be used to for the design and construction of the hangar/office facility and related site amenities such as parking and apron improvements. The City was also awarded a $1 million grant from the U.S. Economic Development Administration to assist with construction costs. The project is expected to be finished by the end of 2023. We anticipate additional facilities related to the aviation center, such as mechanic training, will be added in the future. This project is included in the City's 2025-2030 Capital Improvement Program (CIP).
