A certified check or bank draft payable to the Housing Authority of the County of Lawrence, U.S. Government Bond or a satisfactory bid bond (on the form provided in the specification booklet) executed by the Bidder and the surety Company authorized to do business in the State of Pennsylvania, as identified in the current department of Treasury circular no. 570, in the amount of not less than 5% of the bid price shall be submitted with each bid. The HACL reserves the right to reject any and all bids and to waive informalities in bidding.
