To: All Interested Agencies, Groups, and Individuals: The Village of Bainbridge is in the process of conducting an environmental review for the Village of Bainbridge Water Systems Improvements Project, Bainbridge, Ross County, Ohio. Description of the proposed action: The requested funding will support several major activities critical to the success of the project including the replacement of deteriorating pipelines across key village streets, including Main Street, Maple Street, Quarry Street, and others. This involves the excavation and installation of modern water mains, such as 8" PVC C900 DR 18 and 6" PVC C900 DR 18 lines, spanning significant lengths to ensure coverage. The funding will also enable the implementation of necessary upgrades to rectify identified EPA violations, addressing issues such as excessive water loss and potential contamination risks. These activities, made possible through the requested funding, are essential steps towards achieving a reliable, efficient, and compliant water distribution system. The project site is located in a special flood hazard area subject to inundation by 1% annual flood chance. Disturbance to the floodplain for the facility upgrades will affect approximately 41 acres. Potential impacts to the 100-year floodplain were evaluated for this project. The project has been assessed and reported to departments related to the matter. This notice is required by Section 2(a)(4) of Executive Order 11988 for Floodplain Management, and is implemented by HUD Regulations found at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Protection of Wetlands for any action that is within and/or affects a floodplain. As currently proposed, the project site will include areas designated as floodplain. Village of Bainbridge's alternatives regarding sponsorship of the proposed action include: 1. Approval as proposed; 2. Disapproval; 3. Approval only if all improvements are located outside of the floodplain; 4. Approval of an equivalent project site located outside of the floodplain; and 5. Approval only if no fill is added in floodplain areas.
