Question Deadline 07/03/2025 If any person contemplating submitting a bid for the proposed contract is in doubt as to the true meaning of any part of the plans, specifications or other proposed contract documents, he may submit, not less than five (5) days before closing time for bids, a written request for interpretation or clarification. The proposed work involves the construction of a concrete median and resurfacing of 0.7 miles of Navarre Ave (SR 2) from Isaac Streets Dr to 450' W of Coy Road, along with installing a median, U-turn bulb-outs, and traffic signal installations at Harbor Drive, Kingston Court, and Kroger Drive intersections. The project will also include sidewalk installation, signage, striping, and miscellaneous work required to complete the project. Each bidder is required to furnish with its proposal a Bid Guaranty and Contract Bond in accordance with Section 153.54 of the Ohio Revised Code. Bid security furnished in Bond form, shall be issued by a Surety Company Corporation licensed in the State of Ohio to provide said surety. Each proposal must contain the full name of the party or parties submitting the proposal and all persons interested therein. Each bidder must submit evidence of its experiences on projects of similar size and complexity. The owner intends and requires that this project be completed no later than July 31, 2026. All contractors and subcontractors involved with the project will to the extent practicable use Ohio products, materials, services, and labor in the implementation of their project. Additionally, contractor compliance with the employment opportunity requirements of Ohio Administrative Code Chapter 123 is required. Attention of bidders is called to all of the requirements contained in this bid packet, particularly to the Federal Labor Provisions and Davis-Bacon Wages, various insurance requirements, various equal opportunity provisions; and the requirements for a performance bond or a bid guaranty and contract bond for 100% of the contract price. This project is classified as a Local Public Agency project with the City of Oregon Administering the project and the Ohio Department of Transportation providing project oversight. Only ODOT pre-qualified contractors are eligible to submit bids for this project. This project is also being partially funded with Ohio Public Works Commission (OPWC) funds. At least 7.0 percent of this contract as bid shall be subcontracted to DBE (Disadvantaged Business Enterprises) who have been certified as DBEs by the Ohio Department of Transportation. No bidder may withdraw his bid within sixty (60) days after the actual date of the opening thereof.
