GENERAL INFORMATION The Municipal District of Taber, (hereafter referred to as "The M.D." or "M.D"), is accepting quotes from qualified contractors for the provision of surfacing gravel aggregate crushing and stockpiling services. The MD is asking that a Alberta Transportation Designation 4 Class 20 aggregate product be produced and stockpiles will remain at the source gravel pits. This supply will allow the M.D. to maintain operations for a 2-3-year period. The location of the pit is "Snake Pit" located in SW 18-11-16-W4 SCOPE OF SERVICES The Description of work in this Request for Quote includes the production and stockpiling of aggregate and shall be in accordance with the following specifications: STANDARD SPECIFICATIONS FOR HIGHWAY CONSTRUCTION Alberta Transportation Edition 16, 2019 Any reference to "Alberta Transportation" or "Department" in the above noted specifications shall mean "the Municipal District of Taber" and any reference to "Engineer" or "Consultant" shall mean "the Director of Municipal Operations" or "Manager of Public Works & Infrastructure". Aggregate produced from the above-mentioned source(s) shall comply fully with the Specifications, and the Contractor shall recognize and satisfy himself as to the type and amount of work that may be necessary to produce the material required. The aggregate must be produced in accordance with Section 3.2, "Aggregate Production and Stockpiling" of Alberta Transportation's Standard Specifications for Highway Construction, Edition 16, 2019. Approximate quantity: 80,000 tonnes of product meeting the required specification. Waste material is to remain on site and stockpiled. The MD will maintain owner shop of any waste pea gravel and waste sand that must be stockpiled separately. No compensation will be provided for stockpiling of additional waste products or gravel that is not within the specification. The Contractor shall adjust and modify aggregates as required to meet specification requirements. The crushed aggregate shall be composed of sound, hard and durable particles of sand, gravel and rock; and shall be free from elongated particles, injurious quantities of flaky particles, soft shales, organic matter, clay lumps and other foreign matter. Aggregate must be stockpiled using trucks or telestacker to minimize segregation of materials. Stockpiles will be measured utilizing a UAV. The volume will be converted to a mass utilizing 1 cubic meter = 1.632 tonne (as per AT Specification). A certificate of analysis from a qualified engineering firm must be supplied for every 5,000 tonnes of aggregate produced, or once daily, whichever is of greater frequency. In all sources, quality control testing will be the responsibility of the Contractor and must be recognized by an Industry Standard. Tests performed by the M.D. shall not be considered quality control tests. The Contractor shall use professional engineering services and a qualified testing laboratory licensed to practice in the Province of Alberta to assess and where necessary, based on the engineer's analysis, the contractor shall also modify the aggregate materials being produced to ensure their end use meets all specification requirements, provide and maintain equipment and qualified personnel to perform all field testing necessary to determine and monitor the characteristics of the materials produced and incorporated into the work. The M.D. may use professional engineering services and a qualified testing laboratory licensed to practice in the Province of Alberta to inspect the aggregate production process and test and monitor the quality of the material being produced by the Contractor at any time and as often as deemed necessary by the M.D. The Contractor shall accommodate said testing. For the purposes of this Contract, the Contractor shall assume the responsibility of Prime Contractor as defined in: Section 3(1) of the Occupational Health and Safety Act Revised Statutes of Alberta 2000, Chapter 0-2 with amendments in force as of December 4, 2002 not including unproclaimed amendments. As Prime Contractor, the Contractor shall: a) Ensure that the Health and Safety Regulations are complied with at the work site; b) develop and implement a system to ensure compliance; c) monitor to ensure system is achieving desired results; and d) fulfill responsibilities as the prime contractor. Crushing operations are only allowed to be operated during regular MD operations hours (7:00 AM to 5:00PM, Monday thru Friday).
